Դատապարտյալների պայմանական վաղաժամկետ ազատման համակարգում փոփոխությունները դրական արդյունք կտան: ՀՀ Արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանի խոսքով` խնդիր է դրվել արդիականացնելու եւ պարզեցնելու այդ ինստիտուցիոնալ համակարգը: «Նոր համակարգը կհստակեցնի որոշում ընդունող մարմինների լիազորությունները, կսահմանի օբյեկտիվ  չափանիշներ պայմանական վաղաժամ ազատման հե տ կապված, կգործի քննության արդյունավետ կարգ»,-«Արմենպրես»-ի հաղորդմամբ՝ ասաց նա:

Քրմոյանը նշեց, որ  պայմանական վաղաժամկետ ազատման համակարգում համապատասխան օրենսդրական նախաձեռնությունը պատրաստելիս  նախ եւ առաջ հաշվի է առնվել եւ ուսումնասիրվել միջազգային փորձը: «Մենք ուսումնասիրել ենք միջազգային փորձը, որպեսզի այս ինստիտուտը համապատասխանեցնենք եվրոպական եւ միջազգային լավագույն չափանիշներին»,-հավելեց նա:

 Քրմոյանը նշեց, որ մինչ հիմա գործում էր  որոշումների ընդունման եռաստիճան համակարգ,իսկ նոր փոփոխությունների արդյունքում կկրճատվի մեկ օղակը: «Քրեակատարողական հիմնարկն այսուհետ չի մերժի, կամ չի բավարարի միջնորդությունները: Դա կանի միայն անկախ հանձնաժողովը` եզրակացության տեսքով: Քրեակատարողական հիմնարկը սակայն, պատժի ամբողջ կրման ընթացքում պետք է միջոցներ ձեռնարկի եւ արձանագրի դատապարտյալի հաջողությունները, որպեսզի դա հիմք հանդիսանա անկախ հանձնաժողովի կողմից որոշման ընդունման ժամանակ»,-ասաց նախարարի տեղակալը:

ՀՀ ՄԻՊ գրասենյակի խոշտանգումների և վատ վերաբերունքի կանխարգելման վարչության պետ Գոհար Սիմոնյանն էլ ասաց, որ գրասենյակը ավելի շատ բողոքներ ստացել է  պայմանական վաղաժամկետ ազատման մեխանիզմի հետ կապված: «Հատկապես բողոքներ են ներկայացվում ենթահանձնաժողովների աշխատանքի հետ կապված: Նոր համակարգը պետք է հնարավորություն տա դատապարտյալներին մասնակցելու հանձնաժողովի նիստերին: Դատապարտյալը եթե օտարերկրացի է եւ լավ չի տիրապետում հայոց լեզվին, նիստերին պետք է մասնակցի թարգմանչի օգնությամբ»,-ասաց նա:

Գոհար Սիմոնյանը վստահեցրեց, որ եթե օրենքի  նախագծում նախանշված կետերը սկսեն ռեալ գործել, իրավիճակը լուրջ փոփոխության կենթարկվի:

Արդադարադատության նախարարությունը համապատասխան օրենսդրական նախաձեռնությամբ է հանդես եկել, որը հստակություն կմտցնի պայմանական վաղաժամկետ ազատման գործում:  Փետրվարի 7-ին Ազգային ժողովն  առաջին ընթերցմամբ ընդունել է դատապարտյալների պայմանական վաղաժամկետ ազատման համակարգում փոփոխություններ կատարելու օրենսդրական նախաձեռնությունը:
