 ՀՀ վարչապետ Կարեն Կարապետյանը հանձնարարականներ տվեց բազմաբնակարան շենքերի կառավարման արդյունավետության բարձրացման վերաբերյալ: Նրա խոսքով, ներկայումս հանրապետության շենքերի բաժնային սեփականություն հանդիսացող գույքի շուրջ 67%-ը կառավարվում է համապատասխան համատիրությունների կողմից, իսկ 33%-ի մասով դրանք վերապահված են համայնքի ղեկավարներին: «Մեր կողմից իրականացված ուսունասիրությունների և համայնքների հնգամյա զարգացման ծրագրերի հետազոտությունների արդյունքում վերհանվել են մի շարք խնդիրներ բազմաբնակարան բնակարանային ֆոնդի վերաբերյալ: Հիմնական խնդիրը կայանում է համապատասխան շենքերի համատիրությունների կողմից ոչ արդյունավետ կառավարման կամ առհասարակ դրա բացակայության մեջ, ինչը հանգեցնում է շենքային պայմանների, մասնավորապես, շենքերի տանիքների ոչ բարվոք վիճակի վերաբերյալ մեր համաքաղաքացիների հիմնավոր բազմաթիվ բողոքների առկայությանը: Ստեղծված իրավիճակը պայմանավորված է ինչպես գործնականում առկա ոչ ա րդյունավետ կառավարմամբ, այնպես էլ օրենսդրական թերի կարգավորումներով»,-  ինչպես փոխանցում է Արմենպրեսը, Կառավարության նիստում ասաց Կարեն Կարապետյանը:

Այդ իսկ պատճառով ՀՀ վարչապետը մարզպետներին հանձնարարեց և Երևանի քաղաքապետին առաջարկեց համապատասխան համայնքների ղեկավարների հետ համատեղ 2-ամսյա ժամկետում ուսումնասիրել և կառավարության աշխատակազմ ներկայացնել տեղեկատվություն բազմաբնակարան շենքերի թվի, դրանց կառավարման ձևի (համատիրություն, լիազորագրային կառավարիչ, հավատարմագրային կառավարիչ, համայնք), ինչպես նաև ընդհանուր բաժնային սեփականություն հանդիսացող գույքի (տանիք, նկուղ, մուտքեր, աստիճանավանդակներ և այլն) փաստացի վիճակի վերաբերյալ։ 

ՀՀ կառավարությանն առընթեր քաղաքաշինության պետական կոմիտեի նախագահին հանձնարարվեց առաջին կետով նախատեսված տեղեկատվության արդյունքներով 1-ամսյա ժամկետում կառավարության աշխատակազմ ներկայացնել առաջարկություններ՝ բազմաբնակարան շենքերի կառավարման արդյունավետության բարձրացման, ինչպես նաև սեփականատեր-համայնք-պետություն (հնարավորության դեպքում՝ նաև ներդրող) համագործակցության շրջանակում դրանց ընդհանուր բաժնային սեփականություն հանդիսացող գույքի վերանորոգման և անվտանգ շահագործման մասով: 

ՀՀ տարածքային կառավարման և զարգացման և ՀՀ արդարադատության նախարարներին, ՀՀ կառավարությանն առընթեր քաղաքաշինության պետական կոմիտեի նախագահին վարչապետը հանձնարարեց և Երևանի քաղաքապետին առաջարկեց 2-րդ կետով նախատեսված առաջարկությունները ստանալուն պես՝ 2-ամսյա ժամկետում համատեղ քննարկելով հանրապետության բազմաբնակարան շենքերի կառավարման ոլորտում առկա խնդիրների լուծման տարբերակները, ներկայացնել համապատասխան առաջարկություն կառավարության աշխատակազմ։ Միաժամանակ, քննարկման առարկա պետք է դարձնել համատիրություններին անհրաժեշտ օժանդակության տրամադրման և միասնական հաշվետվողականության, պատասխանատվության և վերահսկողական համակարգի ներդրման հարցերը:

«Համատիրությունները կոլեկտիվ մարմիններ են, որտեղ ոչ մի պատասխանատվություն չկա, հետևաբար որակ չկա: Այդ իսկ պատճառով մենք պետք է կառավարիչների ինստիտուտը ստեղծենք, մեծացնեք շատ համարձակ»,- ընդգծեց Կարեն Կարապետյանը:
