Խոսքի «անսահման» ազատության վնասները

Մայիսի 3-ին նշվում է մամուլի ազատության միջազգային օրը, այլ կերպ ասած՝ լրագրողների մասնագիտական տոնը: Այս օրը հերթական առիթ է անդրադառնալ Հայաստանում մամուլի և խոսքի ազատության վիճակին ու խնդիրներին: Այսօր մենք գտնվում ենք այնպիսի պայմաններում, երբ բավական դժվար է ասել, թե երկրում խոսքի ազատությունը վտանգված է կամ մամուլն ազատ չէ: Բանն այն է, որ իսկապես էլ վերջին 10 տարիների խոսքի ազատությունը համեմատական չէր նախորդ տասնամյակի հետ: Ի դեպ, այս տեսանկյունից Սերժ Սարգսյանը նույնպես իր բազմաթիվ հրապարակային ելույթներում նշել է, որ խոսքի ազատության ներկայիս մակարադակը լուրջ ձեռքբերումներից է: Այս մտքի հետ դժվար է չհամաձայնել, քանի որ բոլորս էլ հիշում ենք 2000-ականների սկզբին խոսքի և մամուլի ազատության ոլորտում տիրող իրավիճակը, երբ փակվում էին հեռուստաընկերություններ, թերթեր, լրագրողները տարբեր բռնությունների էին ենթարկվում և այլն:

Ինչ խոսք, լրագրողների հանդեպ բռնությունների վերջին շրջանում մենք ականատես եղանք «էլեկտրիկ Երևանի», ՊՊԾ գնդի գրավման իրադարձությունների ժամանակ, ինչն էլ բավական կոշտ արձագանք ստացավ տարբեր հասարակական և լրագողական կազմակերպությունների կողմից: Սակայն այս բռնությունները համեմատական չէին նախորդ ժամանակահատվածին հատուկ դեպքերի հետ, երբ լրագրողները ծեծի էին ենթարկվում անհայտ անձանց կողմից, որոնց անձերը սովորաբար չէր էլ բացահայտվում:

Մյուս կողմից խոսքի ազատության տեսանկյունից Հայաստանում կարելի է ասել հաստատվել է խոսքի անսահման ազատություն՝ բացասական իմաստով: Խնդիրն այն է, որ ժամանակակից տեխնոլոգիաների, էլեկտրոնային լրատվամիջոցների և սոցցանցերի լայնորեն տարածման պայմաններում խոսքը, այդ թվում նաև լրագրողական խոսքը, հաճախ դուրս է գալիս անգամ լրագրողական ու լրատվական էթիկայի բոլոր նորմերից:

Հայկական լրահոսին հետևելիս մենք կարող ենք հանդիպել այնպիսի լրատվության, որը, դեղին մամուլ համարելը չափազանց մեղմ բնորոշում կլիներ: Այստեղ արդեն հարց է առաջանում, թե, այնուամենայնիվ, որն է խոսքի ազատության սահմանը: Ի վերջո, ցանկացած ազատություն պետք է ունենա իր սահմանափակումը, սա կարծես թե ոսկե կանոն է, քանի որ անսահման ազատությունը կարող է վերածվել սադրանքի ու զրպարտության: Ցավոք, այս տեսանկյունից պետք է նշել, որ հայաստանյան լրատվական միջավայրում, թերևս խոսքի ազատության ձեռքբերումների ֆոնին,  ի հայտ են գալիս երևույթներ, որոնք արտաքուստ համարվում են մամուլի ազատության դրսևումներ, սակայն բովանդակության մեջ ծայահեղ կաղապարվածության արդյունք են:

Մյուս կողմից աներկբա դրական է այն, որ, այնուամենայնիվ, վերջին տարիներին հայկական լրահոսում իրենց տեղն ու դիրքն են ձեռք բերել և պահպանում այսպես ասած ավանդույթներ ունեցող լրատվամիջոցները և համեմատաբար նորերը, որոնք հավատարիմ են մամուլի ազատության ու լրագրության առանցքային սկզբունքներին:
