Ոստիկանության կազմակերպված հանցավորության դեմ պայքարի գլխավոր վարչության Կոռուպցիայի և տնտեսական գործունեության դեմ ուղղված հանցագործությունների հակազդման վարչության աշխատակիցները տեղեկություններ էին ստացել, որ Արարատի մարզի Սիփանիկ գյուղի համայնքապետ, 1964 թվականին ծնված Արայիկ Մանուկյանը նույն գյուղի տարածքում գտնվող 1 մլն 552 հազար դրամ աճուրդային արժեք ունեցող 9 հեկտար հողատարածքը մի քաղաքացո ւհու վաճառելու համար պահանջել է 5 մլն 200 հազար դրամ: Ինչպես տեղեկացրին ՀՀ ոստիկանության հասարակայնության հետ կապերի և լրատվության վարչությունից, ոստիկանության ծառայողների իրականացրած գործողությունների արդյունքում՝ ապրիլի 3-ին, ժամը 14-ի սահմաններում, իր տանը 5 մլն 200 հազար դրամը որպես կաշառք ստանալուց հետո Արայիկ Մանուկյանը փաստով մերկացվել է:

Նա անձամբ տան պահարաններից մեկից ներկայացրել է նաև կաշառքի առարկա հանդիսացող գումարը, որն անմիջապես առգրավվել է: Ըստ տուժողի հաղորդման` նույն 9 հեկտար հողատարածքն իրեն վաճառելու համար դեռևս 2014 թվականի նոյեմբերին անցկացվել էր ձևական աճուրդ, որի ժամանակ Մանուկյանն իրենից պահանջել էր 5 մլն 500 հազար դրամ: Աճուրդում հաղթելուց հետո իր պահանջած գումարը չվճարելու համար համայնքապետը աճուրդը չեղյալ էր հայտարարել:

Հետո, սակայն, նոր աճուրդ կազմակերպելու և մարզպետարանից համապատասխան թույտվություններ ստանալու և նոր ձևական աճուրդ անցկացնելու համար պայմանավորվել էին արդեն 5 մլն 200 հազար դրամ գումարի շուրջ:
