«Հրապարակ» թերթը գրում է. «Կարապետ Գուլոյանին Կոտայքի մարզպետ նշանակելը ոչ թե Գագիկ Ծառուկյանին սիրաշահելու շարքից է, այլ ընդհակառակը՝ կիրառված պատժամիջոցների շարունակություն: Կառավարման համակարգին քաջատեղյակ մի անձնավորություն երեկ հետաքրքիր միտք արտահայտեց. ընտրովի պաշտոնից մարդիկ առհասարակ հեռանում են երկու դեպքում՝. կամ երբ նրանց դեմ գործ է հարուցվում եւ քրեական պատասխանատվության են ենթարկվում, կամ էլ՝ երբ այլ պաշտոն են առաջարկում:Կարապետ Գուլոյանի դեպքում՝ եղավ երկրորդ տարբերակը: Մեր աղբյուրը վստահեցնում է, որ Ծառուկյանի փեսան երկար չի դիմանա մարզպետի պաշտոնում, առավելագույնը՝ մինչեւ տարեվերջ: Իսկ մարզպետ նշանակեցին, քանի որ դա ամենալավ տարբերակն էր Աբովյանի քաղաքապետի պաշտոնը զավթելու եւ իրենց իշխանությունն Աբովյանում տարածելու համար:

Այժմ Ծառուկյանի մարզպետ փեսան ամբողջովին կախված է իշխանություններից, նրան ամեն րոպե կարող են ազատել աշխատանքից ինչ-ինչ թերացումների համար՝ ավարտին հասցնելով Ծառուկյանի դեմ սկսված պատերազմը, նաեւ ապահովելով ապագա ընտրություններում իրենց հաղթանակը Ծառուկյանի ազդեցության տակ գտնվող տարածքում:Ինչ վերաբերում է հավանական թեկնածուին, ապա Աբովյանի քաղաքապետի ընտրություններում իր առաջադրվելու եւ հաղթելու մասին վստահորեն հայտարարած Պալաչը, ոտուձեռ ընկած, փորձում է իշխող ՀՀԿ-ի կողմից «դաբրո» ստանալ:

Սակայն առայժմ կարծես թե չի հաջողվում, դեռ բանակցություններ են ընթանում:ՀՀԿ-ն կարող է այդտեղ այլ մարդու առաջադրել, օրինակ՝ ՀՀԿ տարածքային կառույցի ղեկավար, Հրազդանի հարկայինի պետի տեղակալ Արմեն Գրիգորյանին:Չի բացառվում, որ ծառուկյանական թեւը եւս թեկնածու առաջադրի: Հավանական է համարվում քաղաքապետի ներկայիս պաշտոնակատար Կարապետ Գուլոյանի մտերիմ Անդրանիկ Պետրոսյանի թեկնածությունը, ով ընդամենը մեկ ամիս է, ինչ աշխատում է քաղաքապետարանում: Սակայն իշխանությունները Աբովյանը չեն զիջի Ծառուկյանին»:
