Իրանի ու «վեցնյակի» բանակցությունները. Հավանական զարգացումները

Նախորդ շաբաթ Լոզանում կայացավ Իրանի և վեցնյակի` Իրանի միջուկային խնդրի շուրջ բանակցությունների լիագումար նիստը: Նիստը որակվում է պատմական, քանի որ 12 տարի տևած բանակցային գործընթացի ընթցքում վերջապես հաջողվեց նախնական բանավոր համաձայնություն գտնել Իրանի միջուկային խնդրի շուրջ: Բանակցությունների ավարտին Իրանի ԱԳՆ Մոհամմադ Ջավադ Զարիֆը, ԱՄՆ-ի պետքարտուղար Ջ. Քերին և ԵՄ-ի արտաքին քաղաքականության հանձնակատար Ֆրեդերիկա Մոգերինին հանդես եկան համատեղ հայտարարությամբ՝ հայտնելով, որ կողմերը ժամանակավոր քաղաքական համաձայնության են եկել, իսկ համապատասխան համաձայնագրի պատրաստումը կպահանջի շուրջ երեք ամիս:

Ըստ նախնական պայմանավորվածությունների՝ ուրանի հարստացման իրանական հնարավորությունների 2/3-րդը կդադարեցվի 10 տարվա ընթացքում, իսկ ուրանի պահուստների մեծ մասը «կապահարստացվի» կամ դուրս կբերվի երկրի սահմաններից դուրս: Իրանում ուրանի հարստացում տեղի կունենա Նանտեզի ատոմային կենտրոնում, իսկ Ֆորդոյի միջուկային օբյեկտը կվերածվի հետազոտական կենտրոնի: Սակայն համաձայնությունը դեռ պետք է արժանանա ՄԱԿ-ի Անվտանգության խորհրդի հավանությանը:

Արտաքին քաղաքականության և անվտանգության գծով Եվրամիության ներկայացուցիչ Ֆ. Մոգերինին հայտարարել է, որ Եվրոպական միությունն ու ԱՄՆ-ն կսկսեն Իրանի նկատմամբ պատժամիջոցների չեղարկումը ՄԱԿ-ի Անվտանգության խորհրդի որոշմանը զուգահեռ:

ԱՄՆ նախագահ Բ. Օբաման Իրանի միջուկային ծրագրի շուրջ ձեռքբերված համաձայնությունը որակել է որպես «պատմական փոխըմբռնում» Իրանի և ԱՄՆ-ի միջև: ԱՄՆ նախագահ Բ. Օբամայի ելույթը ուղիղ եթեր է հեռարձակվել Իրանի ազգային հեռուստաալիքով, ինչը ևս պատմական երևույթ է որակվում:

Մի շարք առաջատար երկրներ ու միջազգային կազմակերպություններ նույնպես ողջունել են Իրանի և վեցնյակի ձեռք բերած համաձայնությունը, այդ թվում նաև Հայաստանը:
Սակայն Իսրայելի վարչապետ Բենյամին Նեթանյահուն Իրանի միջուկային բանակցությունները դիտարկում է ավելի ընդլայված համատեքստում: Նախ նա պնդում է, որ միջազգային հանրությունը մինչ Իրանի նկատմամբ պատժամիջոցների չեղարկումը պետք է բանակցային «ավելի լավ» հանգուցալուծում գտներ՝ այնպիսի պայմաններ, որոնց համաձայն Իրանը վերջ դներ «աշխարհասփյուռ ահաբեկչությանը»: Նա առաջ է քաշել նաև մեկ այլ պահանջ ՝ շեշտելով, որ ամբողջական լուծման համար անհրաժեշտ է, որ պայմանավորվածություններում անպայման ներառվի նաև մի կետ, ըստ որի Իրանը անվերապահորեն կճանաչի Իսրայելի գոյություն ունենալու իրավունքը:

Նախնական պայմանավորվածությունների այս փուլում Հայաստանի համար՝ հաշվի առնելով հարևան Իրանի Իսլամական Հանրապետության հետ ունեցած կանխատեսելի և փոխշահավետ հարաբերությունների երկարատև դինամիկան, բացվում են տնտեսական հնարավորություններ: Եթե պատժամիջոցները հաստատապես վերացվեն, ապա հայ-իրանական տնետեսական հարաբերություններում առկա ծրագրերի կյանքի կոչման համար կստեղծվեն առավել բարենպաստ պայմաններ, քանի որ Իրանը ստանում է լրացուցիչ տնտեսական կարողություններ և հնարավորություններ՝ ունենալով վստահելի գործնկեր հարավ կովկասյան տարածաշրջանում: Հայաստանը կարող է նույնիսկ վերածվել խոշոր տարանցիկ գոտու՝ Մետաքսի ճանապարհ նախագծի իրացման պարագայում:
