Համաշխարհային տնտեսության օրենքները պետք Է գրի ոչ թե Չինաստանը, այլ ԱՄՆ-ը: Այդ մասին ԱՄՆ-ի նախագահ Բարաք Օբաման հայտարարել Է Կոնգրեսին հղած հատուկ ուղերձում, որում դիտարկվում Է Անդրխաղաղօվկիանոսյան գործընկերության վերաբերյալ առեւտրական համաձայնագրի ստորագրման համար Սպիտակ տանը լիազորություններ տրամադրելու հարցը:

Կոնգրեսի երկու կուսակցություններն ավելի վաղ օրինագիծ են ներկայացրել նախագահին հատուկ առեւտրական լիազորություններ (fast track) տրամադրելու մասին: Եթե այն ընդունվի, ԱՄՆ-ի վարչակարգը կկարողանա կնքել առեւտրական համաձայնագրեր, որոնց Կոնգրեսն իրավասու կլինի միայն հավանություն տալ կամ մերժել՝ չկատարելով ուղղումներ: Սպիտակ տունը հույս ունի այդ լիազորություններն օգտագործել խաղաղօվկիանոսյան երկրների միջեւ առեւտրական արգելքները վերացնելու համար, որոնց բաժին Է ընկնում համաշխարհային տնտեսության 40 տոկոսը եւ համաշխարհային առեւտրի մեկ երրորդը: Ապրիլի 16-ին օրինագծին հավանություն են տվել Կոնգրեսի զույգ պալատների պրոֆիլային կոմիտեների ղեկավարները:

«Երբ մեր պոտենցիալ գնորդների 95 տոկոսն ապրում Է ԱՄՆ-ի սահմաններից դուրս, մենք պետք Է վստահ լինենք, որ այդ մենք են կանոններ գրում գլոբալ տնտեսության համար, այլ ոչ թե, ասենք, Չինաստանը»,-նշել Է նախագահը:

«Մեր արտահանումը ապահովում Է ավելի քան 11 մլն աշխատատեղ, եւ մենք գիտենք, որ արտահանող ընկերություններն ավելի բարձր աշխատավարձ են վճարում, քան մնացած ընկերությունները: Այսօր մենք հնարավորություն ունենք Էլ ավելի շատ նոր շուկաներ բացել մեր ապրանքների ու ծառայությունների համար, որոնք հենվում են հպարտության զգացում առաջացնող երեք բառի վրա՝ «Պատրաստված Է Ամերիկայում»,- ասված Է Օբամայի ուղերձում:

Ինչպես նշում Է ՌԻԱ Նովոստին, Անդրխաղաղօվկիանոսյան գործընկերության իրագործումը Օբամայի վարչակազմի արտաքին առեւտրական օրակարգի հիմնական կետերից մեկն Է: Համաձայնագիրը մաքսատուրքերի լիակատար չեղարկում Է նախատեսում մասնակից երկրների միջեւ: Սկզբնապես Անդրխաղաղօվկիանոսյան գործընկերության մասին պայմանագիր են կնքել Չիլին, Նոր Զելանդիան, Բրունեյը եւ Սինգապուրը: Ավելի ուշ բանակցություններին միացել են ԱՄՆ-ը եւ երկու Ամերիկաների խաղաղօվկիանոսյան այլ երկրներ, Ավստրալիան, Ճապոնիան եւ տարածաշրջանի մի շարք այլ պետություններ:
