«Իշխանությունը մեխանիզմներ է որոնում «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ի պարտքերի մի մասը մարելու համար, որպեսզի այն գնի «Տաշիր գրուպի» սեփականատեր Սամվել Կարապետյանը: Ասում են՝ որոշել են այդ պարտքի մի մասը ջրել տարբեր պետական հիմնարկների միջոցով: Մասնավորապես, մտադիր են պետական հիմնարկներին պարտադրել, որ ՀԷՑ-երին կանխավճարով գումար տան՝ չսպառած էներգիայի դիմաց, որպեսզի այդպես պարտքը նվազի: Եվ երբ հարց է բարձրացվել, որ եթե կանխավճարով գումար տան, ինչպե՞ս պետք է փակեն մյուս ծախսերը՝ աշխատավարձեր, հարկեր, ծնվել է երկրորդ փառահեղ միտքը. «Բանկերից փող վերցրեք, որ ձեր ֆինանսական պարտավորությունները կատարեք»:

Ստացվում է, որ հայաստանյան իշխանությունները ՀԷՑ-ի պարտքերից ազատվելու համար ստիպում են պետական հիմնարկներին կանխիկ փող վճարել, այնուհետև բարձր տոկոսադրույքով բանկերից գումար վերցնել: Ավելի վաղ հայտնել էինք, որ իշխանությունը փորձում է համոզել «Տաշիր գրուպ» ընկերության սեփականատեր Սամվել Կարապետյանին՝ գնել «Հայաստանի էլեկտրական ցանցեր» ՓԲ ընկերությունը: Մեր աղբյուրները հայտնում են, որ Կարապետյանը մերձբալթյան երկրների էլցանցե-րի սեփականատերն է. խոսքը Լատվիայի, Լիտվայի, Էստոնիայի մասին է: Սակայն հայտնի գործարարը պայման է դրել, որ գնման հարցին կանդրադառնա միայն այդ ընկերությունում աուդիտ անելուց և իրական վիճակին ծանոթանալուց հետո»,–գրում է թերթը։
