Թուրքիայից մեր պահանջատիրության իրավական փաթեթի պատշաճ մշակման համար քաղաքագետը Հայաստանում համապատասխան մարմնի ստեղծման անհրժեշտություն է տեսնում: Մարմինը պետք է իրավունք ունենա արտասահմանից հրավիրելու միջազգային իրավունքի փորձառու մասնագետների: Լրագրողների հետ մայիսի 1-ին կայացած հանդիպմանն այսպիսի տեսակետ հայտնեց «Մոդուս վիվենդի» կենտրոնի տնօրեն, քաղաքագետ Արա Պապյանը: «Հայոց ցեղասպանության ճանաչման գործընթացն անիմաստ է առանց մեր պահանջատիրության իրավական հստակ ձևակերպման, քանի որ մենք դրանից ոչինչ չենք շահում: Սակայն, եթե մենք իրավական հստակ ձևակերպված պահանջներ առաջադրենք Թուրքիային, ապա կարող ենք այդ հարցում աջակցություն ստանալ որոշ երկրներից, որոնք շահագրգռված են Թուրքիային զսպելու և տարածքային առումով ավելի սահմանափակ տեսնելու մեջ»,-նշեց նա:

Նա նկատեց, որ Սիսի պատմական կաթողիկոսարանը վերադարձնելու պահանջով Մեծի Տանն Կիլիկիո Արամ Ա կաթողիկոսի հայցը Թուրքիայի Սահմանադրական դատարան կատարվել է ճիշտ ժամանակին: «Տարիներ առաջ Բեյրութում Մեծի Տանն Կիլիկիո Արամ Ա կաթողիկոսը Սիսի կաթողիկոսարանի վերադարձի խնդրով հրավիրել էր խորհրդաժողով, որի ընթացքում մենք որոշեցինք բարձրացնել այդ հարցը: Ես կարծ ում եմ, որ Արամ Ա կաթողիկոսը շատ ճիշտ վարվեց` վերը նշված հարցը առաջադրելով հենց Հայոց ցեղասպանության 100-րդ տարելիցի ժամանակ, ինչը քաղաքական հնչեղության տեսանկյունից արդարացված քայլ էր»,-պարզաբանեց Պապյանը:

Քաղաքագետը հավելեց նաև, որ Սիսի կաթողիկոսարանի վերադարձի հավանականությունը բավական բարձր է, քանի որ առկա են Սիսի կաթողիկոսարանի պատկանելության վերաբերյալ բոլոր իրավական փաստաթղթերը: «Իհարկե, թուրքական դատարանները հնարավոր է արդարացի վճիռ չկայացնեն: Սակայն, այդ դեպքում Սիսի կաթողիկոսարանի վերադարձի հարցը կարելի է տեղափոխել միջազգային դատարաններ, որոնք պետք է ճանաչեն վերը նշված հարցում Մեծի Տանն Կիլիկիո կաթողիկոսության իրավունքները, ինչը կարևոր նախադեպ կհանդիսանա Թուրքիայի տարածքում գտնվող մեր մնացած եկեղեցիների գույքի վերադարձի հարցում»,-շեշտեց Արա Պապյանը:

Մեծի Տանն Կիլիկիո կաթողիկոսությունն ապրիլի 28-ին դատական հայց է ներկայացրել Թուրքիայի Սահմանադրական դատարան՝ պահանջելով Սիսն իր պատմական կաթողիկոսարանին վերադարձնել: Նախորդ երկու տարիների ընթացքում դատական պատրաստության աշխատանքին միացել է թուրքական ու միջազգային դատավարական օրենքների մասնագետներից բաղկացած հանձնախումբ՝ Վեհափառ Հայրապետի գլխավորությամբ:
