Այսօր ԱԺ արտահերթ նիստի ժամանակ քվեարկության դրվեց Կառավարության կողմից ներկայացված «Եկամտային հարկի մասին» եւ «Շահութահարկի մասին» ՀՀ օրենքներում փոփոխություններ եւ լրացումներ կատարելու մասին օրենքի նախագիծը: Այն ընդունվեց 65 կողմ ձայնով: Թե իրականում ինչո՞վ է պայմանավորված օրենքում փոփոխություն կատարելը, արդյո՞ք այն միտված է առանց այն էլ լայն ճեղք տված բյուջեն լցնելու համար, Ֆինանսների փոխնախարար Վախթանգ Միրումյանը պատասխանեց.

«Այս փոփոխությունը միտված է մեր երկրին օգուտ բերելու համար: Անկեղծ ասած` օրենքում փոփոխություններ անելու պատճառը բյուջեի դատարկ լինելը չէ: Պետք է նշեմ, որ նախորդ տարվա համեմատ` եկամուտները, հարկային վճարումներն ավելացել են: Ակնկալիքները կախված են տնտեսական զարգացումներից եւ օրենսդրական փոփոխություններից: Մեկ անգամ չէ, որ ասել ենք, որ տնտեսական զարգացումները կախված են, նախեւառաջ, հիմնականում արտաքին շուկաներում առկա անորոշություններից: Այստեղ կա նաեւ երկրորդ հանգամանք. մենք նախորդ տարի տնտեսությունը եւ ձեռնարկատիրական միջավայրը բարելավելու ու գործունեությունը խթանելու համար մի շարք օրենսդրական փոփոխություններ կատարեցինք: Մասնավորապես, վերացրեցինք նվազեցված շահութահարկը ավելացրած արժեքի հաշվեգրման մասով եւ այլն:

Բնականաբար, այս բոլոր միջոցառումները, որոնք մեր պետությունը ձեռնարկում է, ողջունելի է, քանի որ այն ունենում է միջանկյալ եկամտային ազդեցություն: Մենք գնացինք ձեռնակատիրությունը խթանելու տարբերակով, եւ, բնականաբար, այն չէր կարող ազդեցություն չունենալ հարկային եկամուտների վրա»:

Հարցին, թե արդյո՞ք սա Կառավարության կողմից պատրաստված հերթական թակարդն է, որն ուղղված է օլիգարխների դեմ, փոխնախարարն ասաց. «Դուք շատ ենք շահարկում օլիգարխ անվանումը: Բոլոր այն անձինք, ովքեր կունենան նման ծրագիր, կարող են գալ, ստանալ նման հավանություն, գրանցել կազմակերպությունը Հայաստանում եւ իրականացնել գործունեություն»:

Իսկ ԱԺ ՀԱԿ խմբակցության պատգամավոր Հրանտ Բագրատյանի կողմից բարձրացրած այն հարցին, թե արդյո՞ք Կառավարության կողմից ներկայացված օրենքում փոփոխություններ իրականացնելու համար պետք է լինի համապատասխան համաձայնագիր ՌԴ-ի կողմից, Վ. Միրումյանը նկատեց. «Ես չեմ կիսում Բագրատյանի այն տեսակետը, որ օրենքում նման փոփոխություն անելու համար պարտադիր պետք է համաձայանագիր լինի Ռուսաստանի կողմից: ԲՆականաբար, բոլոր համաձայնագրերը ուսումնասիրված են եւ ամեն ինչ արվում է ըստ օրենքի»:
