ՀՀ կառավարությունը հավանություն տվեց «Ողջիի, Փխրուտի, Արծվանիկի պոչամբարներում կուտակված և կուտակվող, ինչպես նաև «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» ՓԲԸ-ի գործունեության արդյունքում գոյացած և գոյացող արտադրական լցակույտերի վերամշակման ներդրումային ծրագրի մասին» ՀՀ օրենքինախագծին:

ՀՀ կառավարության աշխատակազմի ղեկավար նախարար Դավիթ Հարությունյանը գործադիրի նիստում նշեց, որ օրենքի ընդունման արդյունքում և դրա հիման վրա նախատեսվում է իրականացնել ներդրումային ծրագիր, որը ենթադրում է Զանգեզուրի պղնձամոլիբդենային կոմբինատի պոչամբարներում կուտակված արտադրական լցակույտերի (հանքախյուսերի) վերամշակում:

«Անհրաժեշտ է նկատի ունենալ, որ ԶՊՄԿ պոչամբարներում կուտակված արտադրական լցակույտերի պաշարները կազմում են մոտ 300 մլն տոննա և տարեկան ավելանում են ևս 18-20 մլն տոննայով, ինչը Հայաստանի համար հանդիսանում է բնապահպանական մեծագույն խնդիր: «Ալյոտիգ» ՍՊԸ-ն, ըստ ՀՀ կառավարության արձանագրային որոշմամբ հավանության արժանացած Մտադրությունների մասին հուշագրի, հանիդսանում է օրենքի իմաստով Ծրագիր իրականացնող: ՍՊԸ-ն մտադրություն ունի կառուցել տարեկան 12.5 մլն տոննա արտադրողականությամբ ֆաբրիկա՝ վերամշակելու համար ներկայումÕ ½ չօգտագործվող այդ լցակույտերը»,- ասաց Հարությունյանը:

Նրա տեղեկացմամբ՝ նախատեսվում է նաև կառուցել կոմպոզիտային նյութերի գործարան՝ տարեկան առնվազն 10 հազ. տոննա արտադրողականությամբ: Որպես հումք նորից օգտագործվելու է պոչամբարի խյուսը:

Ծրագրով նախատեսվում է լցակույտերից ստանալ առաջնային մետաղական կոնցենտրատներ: Ծրագրի առաջին փուլով կիրականացվի 237 մլն դոլարի ներդրում: Նախատեսվում է նաև 2019-2025թթ. նոր ֆաբրիկայի ենթաարտադրատեսակների գործարկում՝ դրա արտադրական պոչերն օգտագործելու համար: Կմեծացվի նաև գործարանի հզորությունը՝ տարեկան մինչև 25 մլն տոննա:

Ակնկալվում է, որ ծրագրի իրականացման արդյունքում կարձանագրվի զբաղվածության էական աճ. արդեն առաջին փուլում կստեղծվի մոտ 1000 մշտական և 500 ժամանակավոր աշխատատեղ: Գործարանը թույլ կտա նաև նվազեցնել պոչամբարների պոտենցիալ ռիսկայնությունը, կմեղմի մի քանի ապրանքների ներմուծման կախվածությունը, կիրականացվի նաև կոմպոզիտային թելերից գյուղատնտեսության համար հակակարկտային ցանցերի մասսայական արտադրություն, ինչպես նաև սարքաշինության, շինարարության և այլ ոլորտների հումքի աղբյուրների դիվերսիֆիկացում: Ծրագիրը կնպաստի նաև, որպեսզի մոտ 400-450 հա գյ ուղատնտեսական հողատարածքներ դրվեն ոռոգման տակ: Պատասխանելով ՀՀ վարչապետ Հովիկ Աբրահամյանի հարցին՝ Դավիթ Հարությունյանը նշեց, որ ներդրումային ծրագիրը կմեկնարկի առավելագույնը մեկ տարվա ընթացքում:
