«Հյուսիս-հարավ» ճանապարհի բետոնի հաստատությունը 24 սանտիմետր է, և այն կարող է ծառայել 30 և ավելի տարի: Այս մասին Ազգային ժողովում ընթացող խորհրդարանական լսումների ժամանակ հայտնեց ՀՀ տրանսպորտի ու կապի նախարարի տեղակալ Արթուր Առաքելյանը` պատասխանելով «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության ներկայացուցիչ Դանիել Իոանեսյանի հարցին: «Բետոնե ճանապարհի առավելությունը նրանում է, որ ծածկը մաշվելուց հետո էլ լիարժեք հիմք է հանդիսանում ճ անապարհը նոր ծածկով ծածկելու և կիրառելու համար»,-  ասաց Արթուր Առաքելյանը:

Ինչ վերաբերում է «Հյուսիս-հարավ» ավտոմայրուղու դեպքում վճարովի ճանապարհի գաղափարի կիրառմանը, փոխնախարարը տեղեկացրեց, որ քննարկվում է մասնավոր-պետական սեկտոր համագործակցության արդյունքում դա իրագործել: «Պետություն-մասնավոր համագործակցության եզրույթը ՀՀ օրենսդրությամբ սահմանված է: Եթե հետաքրքրված հանրություն լինի, կհայտարարվի հրապարակային գործընթաց, որի արդյունքում կկնքվի պայմանագիր: Սակայն վճարովի ճանապարհի գաղափարի ներդրման դեպքում պետք է ապահովվի պատշաճ այլընտրանք նրանց համար, ովքեր են ուզում վճարել ու օգտվել առավել շահավետ, հարմարավետ ենթակառուցվածքից»,-նշեց Արթուր Առաքելյանը` հավելելով, որ գաղափարն ակտիվորեն քննարկվում է և արդյունքների մասին կտեղեկացվի:

«Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագիրը» խոշոր ենթակառուցվածքային ծրագիր է, որի նպատակն է միջազգային բարձր ստանդարտներին բավարարող 556 կմ ընդհանուր երկարությամբ Մեղրի-Երևան-Բավրա ավտոճանապարհի միջոցով երկրի հարավը կապել հյուսիսի հետ: Ռազմավարական կարևոր նշանակություն ունեցող այս ճանապարհի կառուցումը կապահովի Հայաստանի հարավային սահմանից դյուրին երթևեկը մինչև Վրաստանի սահման, ապա նաև դեպի Սևծովյան նավահանգիստներ, թույլ կտա իրականացնել եվրոպական չափանիշներին համապատասխանող բեռնափոխադրումներ և ուղևորափոխադրումներ, զարգացման լուրջ հնարավորություններ կընձեռի Հայաստանի հարավից հյուսիս ընկած բոլոր բնակավայրերին:

Ծրագրի իրականացման համար պայմնագրեր են կնքվել Ասիական զարգացման (ԱԶԲ) և Եվրոպական ներդրումային (ԵՆԲ) բանկերի հետ, որոնց համաձայն ծրագրի ավարտի թիրախային ժամկետներ են սահմանվել համապատասխանաբար 2017 և 2019 թվականները: Ծրագրի հաշվարկային արժեքը կազմում է մոտ 1,5 միլիարդ ԱՄՆ դոլար: Ծրագիրը բաժանված է 5 տրանշերի: Շարունակվում են նաև բանակցությունները միջանցքի հյուսիսային և հարավային հատվածների կառուցման նպատակով այլ դոնորների ներգրավման ուղղությամբ:
