Պետության կառավարման խորհրդարանական մոդելն առավել առաջադիմական է և ավելի է համապատասխանում ժողովրդավարության չափանիշներին, քան կիսանախագահական կամ նախագահական համակարգը: Մայիսի 16-ին սահմանադրական բարեփոխումների վերաբերյալ քննարկման ընթացքում նման կարծիք հայտնեց ԵՊՀ Սահմանադրական իրավունքի ամբիոնի դոցենտ Վարդան Այվազյանը: «Կիսանախագահական համակարգն առավել արդյունավետ է պետության կառուցման սկզբնական փուլում: Այդ համակարգը նախագահին հնարավորություն է տալիս նո րմատիվային հրամանագրերով կարգավորել օրենսդրության մեջ գոյություն ունեցող բացերը, հասարակաան հարաբերությունները: Սակայն Հայաստանի անկախացումից արդեն 25 տարի է անցել, և համապատասխան իրավական համակարգը մեր երկրում ձևավորվել է: Այս ընթացքում բավականին զարգացել է մեր ժողովրդի ինքնագիտակցության մակարդակը, և ես կարծում եմ, որ ժամանակն է անցում կատարել կառավարման խորհրդարանական մոդելին, ինչն ավելի առաջադիմական է և ավելի մոտ է ժողովրդավարության չափանիշներին»,-  նշեց սահմանադրագետը:

Մանրամասնելով ասվածը՝ Վարդան Այվազյանն ընդգծեց, որ կառավարման խորհրդարանական համակարգի ժամանակ երկրի համար ճակատագրական որոշումների միաձայն ընդունման մեխանիզմը բացառվում է: «Այդ դեպքում, եթե անգամ երկրի առաջին դեմքը դառնում է վարչապետը՝ որպես կառավարության ղեկավար, նա, որպես կոլեգիայի ղեկավար, իրավունք չունի միաձայն որոշումներ ընդունել: Բոլոր որոշումներն ընդունում է կառավարությունը՝ որպես կոլեգիալ մարմին: Որոշումն այդ դեպքում կարող է հաստատվել, եթե լինի քվեարկություն և կառավարության անդամների մեծ մասը կողմ լինեն, իսÕ ¯ վարչապետն ընդամենը մեկ ձայն է, և չի կարող ինքնուրույն որոշումներ ընդունել»,- մանրամասնեց սահմանադրական իրավունքի փորձագետը:

Նա վստահություն հայտնեց, որ որոշումների կոլեգիալ ընդունումը կարծիքների բազմազանության և վերլուծությունների առումով ավելի արդյունավետ է, քան միանձյնա որոշումների ընդունման տարբերակը:
