ՀՀ քաղաքացիների համապատասխան դիմումներն ընդունելու, հաշվառելու, ինչպես նաև սոցիալական ծառայություններ տրամադրող համապատասխան մարմին փոխանցելու գործընթացը դյուրացնելու նպատակով ստեղծվելու են համալիր սոցիալական ծառայությունների տարածքային կենտրոնների միասնական ընդունարաններ:

«Ներկայումս պետական չինովնիկների մեծ մասը չի ընդունում մեր քաղաքացիների դիմումները, իսկ որևէ դիմում ընդունելու դեպքում էլ հիմնականում փորձում են տալ բանավոր պատասխան, ինչն անընդունելի է: Սակայն, միասնական ընդունարանների համակարգի ներդրման դեպքում մեր քաղաքացիներին անպատճառ պետք է տրվի գրավոր պատասխան, ինչը իրենց իրավունքների իրացման երաշխիքն է, որը տարբեր պատճառներով հաճախ ոտնահարվում է»,-  ինտեգրված սոցիալական ծառայությունների համակարգի վերաբերյալ սեմինար-քննարկմանն այսպիսի կարծիք հայտնեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը:

Նա նկատեց, որ ինտեգրված սոցիալական ծառայությունների համակարգի ներքո ձևավորվող համալիր սոցիալական ծառայությունների տարածքային կենտրոնների միասնական ընդունարանները ապահովելու են նաև դիմումներ ընդունողների և դիմումներ քննողների տարանջատվածությունը: «Այս համակարգի շնորհիվ քաղաքացիները հնարավորություն կստանան իրենց խնդիրները ներկայացնել հենց այն գերատեսչություն, որը հանդիսանում է տվյալ խնդրի հասցեատերը, ինչը շատ կարևոր է»,- շեշտեց Արտեմ Ասատրյանը' հավելելով, որ երկու տարվա ընթացքում Հայաստանում ստեղծվելու են 55-56 մ իասնական ընդունարաններ: «Ես համոզված եմ, որ մինչև այս տարվա վերջ մենք կտեսնենք այս համակարգի տեսանելի արդյունքները»,- ընդգծեց նախարարը:

Արտեմ Ասատրյանի դիտարկմամբ' ինտեգրված սոցիալական ծառայությունների տեղեկատվական համակարգի նպատակն է հասարակության լայն շերտերին սոցիալական ոլորտին առնչվող արդյունավետ և որակյալ տեղեկատվական աջակցության տրամադրումն և հասարակության սոցիալական իրազեկվածության մակարդակի բարձրացումը: «Վերը նշված համակարգով ներդրվում են նաև սոցիալական պաշտպանության ոլորտի մասնագիտական նյութերի էլեկտրոնային գրադարան և էլեկտրոնային համագործակցության համակարգը, ինչը կբարձրացնի հասարակության սոցիալական իրազեկվածության մակարդակը, ինչպես ն աև կնպաստի հասարակության լայն շերտերին սոցիալական ոլորտին առնչվող արդյունավետ և որակյալ տեղեկատվական աջակցության տրամադրմանը»,- նկատեց Ասատրյանը և հավելեց, որ շուտով ստեղծվելու է նոր կայք, որում կլինի բարձրախոս' տեսողության խնդիր ունեցող անձանց համար, և բարձրախոսի միջոցով նրանք հնարավորություն կունենան ծանոթանալ կայքի բովանդակությանը:

ՀՀ կառավարությունը համալիր սոցիալական ծառայությունների տարածքային կենտրոնների միասնական ընդունարաններ ստեղծելու որոշումը հաստատել է 2015 թվականի փետրվարի 26-ին:
