Պաշտոնական այցով Սանկտ Պետերբուրգում գտնվող Երևանի քաղաքապետ Տարոն Մարգարյանը «Բազմակողմության ներդաշնակությունը. քաղաքային արդյունավետ կառավարման դերը ժամանակակից աշխարհում» խորագրով համաժողովի ընթացքում անդրադարձել է Երևանի զարգացման ծրագրերին ու քաղաքային տնտեսության արդյունավետ կառավարմանը.

«Հայաստանի մայրաքաղաքն այսօր ունի բավականին շոշափելի ձեռքբերումներ և հարավկովկասյան տարածաշրջանում արժանիորեն դարձել է սոցիալ-տնտեսական, քաղաքական ու մշակութային կայուն զարգացող կենտրոն: Ընտրելով կայուն և համաչափ զարգացման ուղի՝ Երևանն այսօր ակտիվորեն համագործակցում է աշխարհի ավելի քան 50 քաղաքների հետ և մոտ մեկ տասնյակ միջազգային կազմակերպությունների անդամ է: Որպես զարգացող և ընդլայնվող քաղաք, այսօր մեր ուշադրության կենտրոնում են գտնվում քաղաքային տնտեսության բոլոր ոլորտները:

Վերջին տարիներին ակնհայտ առաջընթաց ունենք քաղաքաշինության և ճանապարհաշինության ոլորտներում: Բավականին շոշափելի հաջողություններ ենք գրանցել նաև քաղաքային հանգստի գոտիների ստեղծման, արտաքին լուսավորության էներգախնայող համակարգերի ներդրման ու էֆեկտիվության բարձրացման, կանաչ միջավայրի պահպանման ու ընդլայնման, զբոսաշրջային ենթակառուցվածքների բարելավման, տեղեկատվության մատչելության և էլեկտրոնային ծառայությունների ընդլայնման, ինչպես նաև էլեկտրոնային կառավարման համակարգերի ներդրման, ինստիտուցիոնալ կարողությունների ամրապնդման, քաղաքի անվտանգության բարձրացմանն ուղղված համակարգերի ներդրման ուղղություններով։ Ակնհայտ է, որ քաղաքը, որպես ամենօրյա գործող օրգանիզմ, չի կարող երբևէ հասնել մի իրավիճակի, երբ ընդհանրապես որևէ խնդիր չունենա:

Սա, համոզված եմ, կփաստեն նաև իմ բոլոր գործընկերները: Այս տեսանկյունից մենք առանձնակի կարևորում ենք նաև, այսպես կոչված, մասնակցային ժողովրդավարության խթանումը, քանզի հատկապես խոշոր քաղաքներում քաղաքացիական հասարակությունն այսօր դարձել է ավելի զգայուն և իշխանություններից ակնկալում է առավել արդյունավետ կառավարում։ Մարդիկ այսօր ուզում են վստահ լինեն, որ իրենց կարծիքը հաշվի է առնվում։Այս առումով Երևանի քաղաքապետարանն արդեն իսկ իրականացնում է քաղաքացիների ու քաղաքացիական հասարակության մասնակցության բազմազան ձևերի ներդրման, հասարակական ու մասնագիտական խորհուրդների կազմավորման գործընթացներ, որոնց շրջանակում արդեն արձանագրվում են որոշակի արդյունքներ»։
