Հայաստանը համարվում է արտաքին պարտքի նվազ բեռ ունեցող երկիր: Հայաստանի Հանրապետության պետական պարտքը 2014թ. դեկտեմբերի 31-ի դրութամբ կազմել է 4 միլիարդ 441.5 միլիոն ԱՄՆ դոլար, որից կառավարության մասնաբաժինը եղել է 4 միլիարդ 1.6 միլիոն ԱՄՆ դոլար: Այս մասին Ազգային ժողովում ՀՀ 2014թ. պետաքկան բյուջեի կատարողական հաշվետվության ներկայացման ժամանակ ասաց հայտնեց ՀՀ ֆինանսների փոխնախարար, գլխավոր գանձապետ Ատոմ Ջանջուղազյանը՝ պատասխանելով ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանի հարցին: «Կառավարության պարտքի մեջ արտաքին պարտքի մասը կազմել է 3 միլիարդ 345.3 միլիոն ԱՄՆ դոլար, ներքին պարտքը՝ 656.3 միլիոն ԱՄՆ դոլար: 440 միլիոն դոլար է Կենտրոնական բանկի արտաքին պարտքը»,-  նշեց Ջանջուղազյանը:

Անդրադառնալով պատգամավորի հարցին, թե որքանով է Հայաստանի արտաքին պարտքի չափը վտանգավոր՝ Ջանջուղազյանը նշեց, որ դա կարելի է գնահատել որոշակի չափորոշիչների հիման վրա: «Ընդունված է, որ երբ արտաքին պարտք-ՀՆԱ հարաբերակցությունը գերազանցում է 60 տոկոսը, երկիրը պարտքի կայունության և կառավարման տեսանկյունից դառնում է ռիսկային: Պետական պարտքի մասին օրենքով սահմանված է, որ պարտք-ՀՆԱ հարաբարեկացությունը չպետք է գերազանցի 60 տոկոսը: Բայց մինչև վերջին սահմանափակմանը հասնելը կա զգուշավորություն դրսևորելու պահանջ ներկայացնող սահմանափակում: Մ ասնավորապես, պարտք-ՀՆԱ հարաբերակցությունը 50 տոկոսը գերազանցելու դեպքում դեֆիցիտ-ՀՆԱ հարաբերակցությունը չպետք է գերազանցի 3 տոկոսը: Տրամաբանությունն այն է, որ ինչ-որ սահման հատելուց հետո պետք է զգուշավոր քաղաքականություն տարվի պարտքի ներգրավման իմաստով և այդ զգուշավոր քաղաքականության արտացոլումը դեֆիցիտ-ՀՆԱ հարաբերակցության 3 տոկոս սահմանաչափն է սահմանված»,- մանրամասնեց Ջանջուղազյանը՝ հավելելով, որ մեր երկիրը արտաքին պարտքի կառավարման առումով այս սահմանաչափին դեռ չի հասել:

Ջանջուղազյանը հավաստիացրեց, որ արտաքին պարտք-ՀՆԱ հարաբերակցությունը գտնվում է կառավարելի մակարդակում: Նա նշեց, որ այն ցուցանիշներով, որոնցով ընդունված է գնահատել երկրի արտաքին պարտքի բեռի ռիսկը, Հայաստանը գնահատվում է որպես նվազ պարտքի բեռ ունեցող երկիր:
