Ընտրական օրենսգրքի փոփոխությունների մասին կարելի է խոսել սահմանադրական բարեփոխումներից հետո

Սահմանադրական բարեփոխումների նախագծի պատրաստ լինելուց հետո միայն պետք է խոսել է Ընտրական օրենսգրքում հնարավոր փոփոխությունների մասին: Այս մասին Ազգային ժողովում լրագրողների հետ զրույցում հայտնեց Կենտրոնական ընտրական հանձնաժողովի նախագահ Տիգրան Մուկուչյանը: «Եթե համաժողովրդական քվեարկության արդյունքում կընդունվի սահմանադրական բարեփոխումների փաթեթը, և եթե այդ փոփոխությունները կնախատեսեն այնպիսի սահմանադրական կանոնակարգումներ, որոնք ուղղակիորեն պահանջ կունենան բարեփոխել նաև Ընտրական օրենսգիրքը, բնականաբար, այն փոփոխության կենթարկվի»,- ասաց Տիգրան Մուկուչյանը։ ԿԸՀ նախագահը հիշեցրեց, որ նախորդ համապետական ընտրությունների արդյունքում արդեն իսկ միջազգային դիտորդական կազմակերպությունների կողմից կային առաջարկներ՝ Ընտրական օրենսգրքում փոփոխություններ կատարելու մասին։

«Եթե սահմանադրական բարեփոխումների կանոնակարգումներով պայմանավորված Ընտրական օրենսգրքի հետ անհամաձայնություն չլինի, ուրեմն՝ փոփոխություն չի լինի։ Բայց եթե սահմանադրական նոր կանոնակարգում այնպիսի նորմեր կլինեն, որ պարունակում են ամրագրվածից զատ կանոնակարգումներ, այստեղ արդեն փոփոխությունն անխուսափելի կլինի և Ընտրական օրենսգիրքը կներդաշնակեցվի սահմանադրական նոր կանոնակարգումների հետ»,- եզրափակեց Տիգրան Մուկուչյանը։

Ինչ վերաբերում է Սահմանադրական բարեփոխումներ իրականացման համար նախատեսվող հանրաքվեի ժամկետներին, ապա Տիգրան Մուկուչյանը նշեց, որ դա իր իրավասության և գործառույթների ոլորտում չէ: Նա վստահեցրեց, որ երբ հայտնի լինի հանրաքվեի օրը, ԿԸՀ-ն կիրականացնի օրենքով սահմանված համապատասխան կազմակերպչական գործառույթները։
