ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության վարույթում քննվող քրեական գործով բացահայտվել է թմրամիջոցների ապօրինի շրջանառությամբ զբաղվող կազմակերպված խումբ, որը, քննության տվյալներով, հիմնականում զբաղվել է «Ափիոն» տեսակի թմրամիջոցի ապօրինի շրջանառությամբ. 8 մեղադրյալի մասով նախաքննությունն ավարտվել է։

Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, 1962 թվականին ծնված ՀՀ քաղաքացու մոտ «Բուպրենորֆին» տեսակի թմրամիջոց պարունակող դեղահաբ հայտնաբերելու դեպքի առթիվ 2013թ. հուլիսի 24-ին հարուցված քրեական գործի նախաքննությամբ պարզվել է, որ նա զբաղվել է ոչ միայն «Բուպրենորֆին» տեսակի թմրամիջոց պարունակող «Սուբոտեքս» տեսակի հաբերի, այլ նաև՝ «Ափիոն» տեսակի թմրամիջոցի ապօրինի շրջանառությամբ: Բացահայտվել է «Ափիոն»-ի ապօրինի շրջանառության մի քանի տասնյակ դրվագ, որին մասնակցել են բազմաթիվ անձինք, նրանց թվում՝ Երևանի, Արարատի, Սյունիքի, Գեղարքունիքի մարզերի բնակիչներ։

Մինչդատական վարույթում ձեռք բերված ապացույցների համակցությամբ՝ մեղադրանք է առաջադրվել 8 անձի։

ՀՀ քրեական օրենսգրքի 266-րդ հոդվածի 1-ին և ՀՀ քրեական օրենսգրքի 266-րդ հոդվածի 4-րդ մասերով մեղադրանքներ են առաջադրվել ՀՀ քաղաքացիներ Ա.Ժամկոչյանին՝ թմրամիջոցների ապօրինի շրջանառության 44 դրվագի համար, Մ.Խերունցին՝ քսանմեկ դրվագի, Լ.Հարությունյանին՝ երեք դրվագի, Ա.Ահարոնյանին՝ երեք դրվագի, Ռ.Խնոսյանին՝ հինգ դրվագի, Ա.Մկրտչյանին՝ չորս դրվագի, Ս.Սիմոնյանին՝ երեք դրվագի, Ս. Գալստյանին՝ վեց դրվագի համար։

Նշված 8 մեղադրյալների մասով նախաքննությունն ավարտվել է, անջատվել առանձին վարույթ: Քրեական գործը՝ մեղադրական եզրակացությամբ, ուղարկվել նախաքննության օրինականության նկատմամբ հսկողություն իրականացնող դատախազին:

«Ափիոն» տեսակի թմրամիջոցների ապօրինի շրջանառության մեջ ներգրավված հնարավոր այլ անձանց մասով նախաքննությունը շարունակվում է, ձեռնարկվում են քննչական և դատավարական գործողություններ նրանց հայտնաբերելու ուղղությամբ։

Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
