ՀՀ մարդու իրավունքների պաշտպանի գրասենյակը մանկատներից վարձով երեխաների վերցնելու մասին դիմում չի ստացել: Ազգային ժողովում ՀՀ 2014թ. պետական բյուջեի կատարողական հաշվետվության քննարկման ժամանակ ՀՀ մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը, պատասխանելով ԱԺ ԲՀԿ խմբակցության քարտուղար Նաիրա Զոհրաբյանի հարցին, թե ՄԻՊ գրասենյակը ստացե՞լ է, արդյոք, դիմում մանկատներից վարձով երեխաներ վերցնելու դեպքերի մասին, պատասխանեց, որ դա իր համար նորություն էր, սակայն խոստացավ հարցին հետամուտ լինել և պարզել: «Ես խոստանում եմ հետամուտ լինել և հենց այսօր էլ մեր աշխատակազմին կհանձնարարեմ զբաղվել այդ հարցով: Մենք մանկատներ և գիշերօթիկ դպրոցներ այցելելու լիազորություն ունենք, և կարող ենք այս տեղեկատվությունը պարզել առանձին զրույցների միջոցով»,- նշեց Անդրեասյանը:

Նա ընդգծեց, որ խնդիրն իսկապես շատ ցավոտ է: «Ես կարծում եմ, որ այս հայտարարությունը իրավապահ մարմիններն ընդունեն որպես հանցագործության մասին հաղորդում: Մենք էլ սա պետք է ընդունենք ի գիտություն և զբաղվենք դրանով: Մենք կփորձենք առանձին զրույցների, գաղտնիության սկզբունքի եղանակով ինչ-որ բաներ ճշտել, և եթե ունենանք տեղեկատվություն այդ մասին, կհայտնենք իրավապահ մարմիններին և հանրությանը»,- ասաց նա:

Լրագրողների հետ զրույցում ԱԺ ԲՀԿ խմբակցության քարտուղար Նաիրա Զոհրաբյանն ընդգծեց, որ մի քանի անգամ դեպքեր են եղել, երբ փողոցում հանդիպել է երեխաների հետ շրջող մուրացկան կանանց և հարցուփորձի միջոցով կարողացել է պարզել, որ այդ երեխաները նրանցը չեն: «Ես երեխային հարցրել եմ՝ սա քո մայրի՞կն է, իսկ երեխան բացասական պատասխան է տվել, իսկ այդ կինը երեխային ուղղակի փախցրել տարել է: Մենք ունենք տեղեկատվություն, որ տարբեր մանկատներից, հանցավոր համաձայնության գալով աշխատակիցներից որևէ մեկի հետ, օրավճարով երեխաներից որևէ մեկին վերցնում են, իսկ օրվա վերջում տանում հանձնում են մանկատուն: Հիմա սա իմ պարզելու խնդիրը չէ, սա օմբուդսմենի գրասենյակի և իրավապահ մարմինների պարզելու հարցն է: Երբ ես փորձեցի այս խնդրով հետաքրքրվել, ինձ ասացին, որ եվրոպական տարբեր երկրներում մուրացկաններն այս մեթոդն օգտագործում են՝ ծայրամասերի մանկատներից, սանիտարների հետ համաձայնության գալով, օրավճարով երեխաներ են վերցնում: Սա լրջագույն խնդիր է, որին պետք է լուծում տրվի»,- ասաց պատգամավորը:

ԲՀԿ խմբակցության պատգամավոր Վահան Բաբայանն էլ հաստատեց Նաիրա Զոհրաբյանի խոսքերը՝ հավելելով, որ, ըստ տարբեր խոսակցությունների, փոքր երեխաներին անգամ ինչ-որ դեղեր են սրսկում, որ նրանք ամբողջ օրը քնած մնան: «Կարծում եմ, դուք էլ ականատես եք եղել, որ մուրացկանների մոտ փոքր երեխաները միշտ քնած են, և որևէ մեկն էլ որևէ անգամ այդ երեխաներին լաց լինելով չի տեսել»,- ասաց Բաբայանը:
