«Տեղեկատվություն տնօրինողի կողմից մշակված կամ նրան առաքված տեղեկատվության գրանցման, դասակարգման և պահպանման, ինչպես նաև տեղեկատվության կամ դրա կրկնօրինակի (պատճենի) տրամադրման կարգը սահմանելու մասին» ՀՀ կառավարության որոշման լրամշակված նախագծում արտացոլված է հասարակական կազմակերպությունների ներկայացրած առաջարկների հիմնական մասը։ «Այս նախագծին մենք սպասել ենք ավելի քան 12 տարի: ՀՀ արդարադատության նախարարությունը 2014 թվականի հոկտեմբերին ձեռնամուխ եղավ այս նախագծի քննարկմանը և ներառեց հասարակական կազմակերպությունների կողմից ներկայացված առաջարկների 90 տոկոսը, ինչը ես դրական եմ գնահատում»,- ԵԱՀԿ երևանյան գրասենյակի աջակցությամբ տեղեկատվության ազատության ոլորտի ենթաօրենսդրական ակտի լրամշակված նախագծի հանրային քննարկմանը այս մասին հայտնեց Ինֆորմացիայի ազատության կենտրոնի նախագահ Շուշան Դոյդոյանը:

Նա նշեց, որ «Տեղեկատվության տրամադրման կարգը սահմանելու մասին» ՀՀ կառավարության որոշման լրամշակված նախագծում հստակեցվել է 10 էջը գերազանցող տեղեկության համար գանձվող գումարի չափը: «Նախկինում դեպքեր են եղել, երբ քաղաքացուց մեկ էջի պատճենահանման համար գանձել են 500 ՀՀ դրամ գումար: Այժմ վերը նշված նախագծի մեջ հստակ սահմանվում է, որ 10 էջը գերազանցող տեղեկության համար գանձվող գումարի չափը չպետք է գերազանցի տեղեկատվության տրամադրման համար կատարված փաստացի և ողջամիտ ծախսերի չափը` ոչ ավելի, քան տասը ՀՀ դրամ ` յուրաքանչյուր գերազանցող էջի համար, եթե այլ բան նախատեսված չէ օրենսդրությամբ»,- շեշտեց Շուշան Դոյդոյանը և հավելեց, որ նյութական կրիչի տրամադրման համար գանձվելու է ոչ ավելի քան 100 ՀՀ դրամ գումար:

Ըստ «Տեղեկատվություն տնօրինողի կողմից մշակված կամ նրան առաքված տեղեկատվության գրանցման, դասակարգման և պահպանման, ինչպես նաև տեղեկատվության կամ դրա կրկնօրինակի (պատճենի) տրամադրման կարգը սահմանելու մասին» ՀՀ կառավարության որոշման լրամշակված նախագծի՝ եթե պահանջվող տեղեկատվության մի մասը պարունակում է տվյալներ, որոնց տրամադրումն արգելվում է օրենքով, ապա տեղեկություն է տրամադրվում մնացած մասի վերաբերյալ:

Հարցման պատասխանը պետք է լինի սպառիչ և որոշակի` պարունակելով բոլոր առաջադրված հարցերի հիմնավոր պատասխանները: Դիմողի կողմից մեկից ավելի հարցերի առաջադրման դեպքում տեղեկատվության տնօրինողը հերթական համարակալման միջոցով տրամադրում է բոլոր հարցերի հավաստի և լիարժեք պատասխանները:
