Տնտեսագիտության մեջ կա Բնական մոնոպոլիա հասկացություն. ճյուղ, որտեղ մասշտաբի էֆեկտն այնքան մեծ է, որ արդյունքը կարող է արտադրվել մեկ ֆիրմայի կողմից ավելի ցածր միջին ծախքերով, քան եթե նրա արտադրությամբ զբաղվեին ոչ թե մեկ, այլ մի քանի ֆիրմաներ:

Որպեսի գլուխներդ չտանեմ տնտեսագիտական երբեմն դժվարընկալելի տերմիններով, ասեմ, որ բնական մոնոպոլիաներից են Էլեկտրաէներգիայի ջերմաէներգիայի, ջրի բաշխում, երկաթգծի սպասարկումը, գազամատակարարումը և փոստային ծառայություններ մատուցելը:

Այս ոլորորտում գործող պետական կամ մասնավոր ֆիրման տիրապետում է սպառման ամբողջ շուկան, այսինքն սպառման խնդիր չունի: Այդ կազմակերպությունները պարտավորվում են, հնարավորինս խելամիտ ծախսեր կատարելով, թույլ չտալ անհիմն ինֆլյացիա:

Բնական բոլոր տեսակի մոնոպոլիաները ուրիշ երկիր ներկայացնող ֆիրմայի են պատկանում, ինչը լուրջ մտորումների տեղիք է տալիս: Չեմ ցանկանում անդրադառնալ, թե ում օրոք որ մոնոպոլիան է վաճառվել դրսի ընկերություններին:

Դրա տրամաբանական հետևանքն այն է, որ այդ ֆիրմաները կորցնում են բարեխղճությունը և սկսում թալանել: Վառ օրինակներն են էլեկտրաէներգիայի և գազի սակագների բարձրացումները 1 տարվա ընթացքում, որոնց հիմքը, մեղմ ասած, իրականության հետ ոչ մի աղերս չունի:

Նորմալ դեպքերում պետությունը բնական մոնոպոլիաների վրա ունի ազդելու հնարավորություն ունի` զսպելու անհիմն թանկացումները:

Այստեղ ևս կոտրվում է տնտեսագիտության մի կարծրատիպ: Մեր դեպքում, համոզվում ենք, որ հակառակն է տեղի ունենում:

Եթե բնական մոնոպոլիստ ֆիրման աշխատում է վնասով, այն պետք է սնանկ ճանաչվի, նոր մրցույթ հայտարարվի, որի արդյունքում ընտրվում է ավելի լավ պայմաններ ներկայացրած ընկերությունը, և տվյալ ոլորտը հանձնվում է նրան:
