ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանն ուղեձ է հղել Երեխաների պաշտպանության միջազգային օրվա առթիվ: Ինչպես տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, ուղերձում ասված է.

«Ուղիղ մեկ տարի առաջ հունիսի մեկին, որպես նոր կառավարության անդամ, ասել եմ, որ ավելի շատ պետք է մտածենք ծնողազուրկ, ճակատագրի բերումով քրեակատարողական հիմնարկներում հայտնված, ծանր սոցիալական պայմաններում ապրող երեխաների մասին և մեր ուժերի սահմաններում մի փոքր ավելի պայծառ դարձնենք նրանց կյանքը:

Այսօր էլ մեր հոգածության և ուշադրության կենտրոնում են հատկապես այդ երեխաները: Մեկ տարվա ընթացքում իմ թիմի հետ եղել ենք երեխաների համար նախատեսված հաստատություններում, այցելել ենք ծանր պայմաններում մեծացող մանուկների տներ և կապ ենք պահում այն երեխաների ու ծնողների հետ, ովքեր ունեն մեր կարիքը: Ընթացքում բացահայտել ենք որոշ խնդիրներ՝ փորձելով դրանց տալ նաև համակարգային լուծումներ: Այս խնդիրների լուծման ուղղությամբ համագործակցում ենք երեխաների իրավունքների պաշտպանության հարցերով զբաղվող և մտահոգ տեղական և միջազգային կառույցների հետ:

Ամենաթարմ օրինակներից է այս ամսվա ընթացքում ՅՈւՆԻՍԵՖ-ի հետ Հայաստանում երեխաների համար արդարադատության մատչելիության խթանման նպատակով համատեղ մշակած գործողությունների ծրագրի մեկնարկը, որը ներառում է երեխայի իրավունքների պաշտպանության և արդարադատության մատչելիության համար քրեական, քրեադատավարական և քրեակատարողական օրենսդրության ազգային և միջազգային փորձաքննություն:

Մեր նպատակն է անչափահասների արդարադատության միասնական տեղեկատվական համակարգի ստեղծման համար գործողությունների ծրագրի մշակումը՝ տարբեր մարմինների աշխատանքը համակարգելու, ՄԱԿ-ի ցուցանիշներին համապատասխան ցուցանիշներ մշակելու, վիճակագրությունը ամփոփելու և տեղեկատվական փոխանակումները արդյունավետ դարձնելու համար: Նախատեսված է նաև քննչական մարմինների կարողությունների զարգացում՝ օրենքի հետ խնդիրներ ունեցող երեխաների հետ ՄԱԿ-ի ուղենիշներին համապատասխան աշխատանքներ տանելու համար:

 Շնորհավորելով Երեխաների իրավունքների պաշտպանության միջազգային օրը՝ կարևորում եմ տարբեր իրավիճակներում և կարգավիճակներում հայտնված երեխաների համար իրավունքների պաշտպանության լավագույն երաշխիքների սահմանումն ու այդ ուղղությամբ կոնկրետ գործողություններ և քայլեր իրականացնելու անհրաժեշտությունը»:
