 Հայաստանի Հանրապետության Ազգային ժողովից գործուղման մեկնող պատվիրակությունների կազմը հաստատում է ԱԺ նախագահը` դրա համար հիմք ընդունելով այցի նպատակները, մասնակիցների դերակատարությունն ու մասնակցության արդարացվածությունը: Այս մասին «Արմենպրես»-ի հետ զրույցում նշեց ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչության պետ Արսեն Բաբայանը` անդրադառնալով զանգվածային լրատվամիջոցներում տեղ գտած այն հրապարակումներին, թե ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը, հակառակ իր խոստմանը, Տիգրան Ուրիխանյանին հանել է հայ-ռուսական միջխորհրդարանական հանձնաժողովի կազմից։ 

«Բացի Ազգային ժողովի նախագահից` որևէ մեկը չի կարող միջխորհրդարանական բարեկամական խմբի կազմում կատարել փոփոխություններ: Ավելին` որևէ մեկը չի կարող անգամ ինչ-որ կերպ ազդել Ազգային ժողովի նախագահի որոշման վրա, քանի որ նա ինքնուրույն է որոշում պատվիրակությունների գործուղմների կազմը: Այլ հարց է, որ Գալուստ Սահակյանը մշտապես պատրաստ է որոշումն ընդունելուց առաջ լսել թե խմբակցությունների և թե առանձին պատգամավորների հնչեցրած առաջարկները»,-ասաց Արսեն Բաբայանը` հավելելով, որ Նաիրա Զոհրաբյանը ոչ միայն չէր կարող փոխել պատվիրակո ւթյան անդամին, այլ նաև որևէ նման առաջարկություն չի էլ ներկայացրել: Վարչության պետի խոսքով` ԲՀԿ խմբակցության ղեկավարը պարզապես առաջարկել է ոչ թե փոխել, հանել կամ կրճատել, այլ համալրել գործուղման մեկնող պատվիրակության կազմը` ավելացնելով ևս  երկու պատգամավոր:

«Արմենպրես»-ի հարցին, թե այդ դեպքում ինչո՞ւ Տիգրան Ուրիխանյանը հունիսի 3-7-ը ՌԴ մեկնած պատգամավորների մեջ ընդգրկված չէ, Արսեն Բաբայանը պատասխանեց, որ ՀՀ ԱԺ և ՌԴ ԴԺ միջխորհրդարանական հանձնաժողովի կազմում ընդգրկված է 34 պատգամավոր, որոնցից էլ Ազգային ժողովի նախագահը որոշել է գործուղել ընդամենը 13-ին: 

Հունիսի 5-ին «Հրապարակ» օրաթերթը տեղեկություն էր հրապարակել, թե իբր Ազգային ժողովի նախագահագին հասցեագրված Տիգրան Ուրիխանյանի դիմումին ի պատասխան Գալուստ Սահակյանը հաստատել է, որ հայ-ռուսական միջխորհրդարանական հանձնաժողովի պատվիրակությունից նրան դուրս է մղել ԲՀԿ խմբակցության ղեկավարը: Արսեն Բաբայանն այս առնչությամբ պարզաբանեց, որ ԱԺ նախագահը որևէ պատասխան չի ուղարկել պատգամավորին: Պատգամավորի հարցմանը պատասխանել է ԱԺ աշխատակազմի ղեկավար-գլխավոր քարտուղար Հրայր Թովմասյանը: «Աշխատակազմի ղեկավարի գրություն-պատասխանում նշվել է հենց այն ամենը, ինչը քիչ առաջ ես հայտնեցի Ձեզ: Այսինքն՝ նշված թերթի տեղեկությունը հեռու է իրականությունից»:- հավելեց Արսեն Բաբայանը:
