 Եվրամիությանը կպահանջվի մշակել Ռուսաստանի հետ հարաբերությունների նոր ռազմավարություն՝ կապված Ղրիմի միացման եւ ՈՒկրաինայի արեւելքում շարունակվող հակամարտության հետ: Այդ մասին ասված Է ԵՄ-ՌԴ հարաբերությունների վիճակի վերաբերյալ բանաձեւում, որին հունիսի 10-ին հավանություն Է տրվել Եվրախորհրդարանի Ստրասբուրգում ընթացող նստաշրջանում: Փաստաթղթի օգտին քվեարկել Է 494 պատգամավոր, դեմ՝ 135-ը:

Եվրախորհրդարանը Ղրիմը ՌԴ-ի կազմի մեջ մտցնելը համարում Է անօրինական: Բացի այդ, եվրախորհրդարանականների կարծիքով, Ուկրաինայում շարունակվող հակամարտության համար պատասխանատվություն Է կրում հենց Ռուսաստանը: Ինչպես ՌԻԱ Նովոստիին հայտնել են ԵԽ-ի մամուլի ծառայությունում, բանաձեւը օրենսդրական բնույթ չի կրում. այն պատրաստվել Է Լիտվայից խորհրդարանական Գաբրիելիուս Լանդսբերգիսի զեկույցի հիման վրա:

Զեկույցում դատապարատվում Է Ռուսաստանի կողմից Եվրամիության պաշտոնատարների «սեւ ցուցակի» կազմումը, ներառյալ Եվրախորհրդարանի 19 անդամներ, որոնց արգելված Է մտնել ՌԴ-ի տարածք: «Դա ոչ միայն անարգանք Է Եվրախորհրդարանի նկատմամբ, այլեւ վիրավորանք Է ամբողջ Եվրամիությանը, որը միջազգային համագործակցությունը հիմնում Է թափանցիկ եւ խաղաղ երկխոսության վրա»,-մասնավորապես հայտարարել Է Լանդսբերգիսը:

Զեկույցը նախազգուշացնում Է, որ ՈՒկրաինայի արեւելքում հակամարտության հետագա սրվելու դեպքում ԵՄ-ի կողմից կհետեւի պատժամիջոցների խստացում: Փաստաթղթում ՌԴ-ն նաեւ քննադատության Է ենթարկվում քաղաքական քարոզչության, առեւտրական ճնշման եւ Էներգետիկական պատերազմների մեթոդների օգտագործման համար: Եվրախորհրդարանի կողմից հավանության արժանացած զեկույցը կոչ Է անում Եվրահանձնաժողովին եւ Եվրամիության երկրներին՝ ստեղծել Ռուսաստանի կողմից ԵՄ-ի քաղաքական կուսակցությունների եւ այլ կազմակերպությունների հնարավոր ֆինանսական, քաղաքական կամ տեխնիկական աջակցության վերաբերյալ «տեղեկատության հավաքման, մոնիթորինգի եւ փոխանակման» մեխանիզմ:

Փաստաթղթում հաղորդվում Է, որ այդօրինակ մեխանիզմը թույլ կտա ոչ միայն գնահատել Եվրամիության երկրներում եւ «Արեւելյան գործընկերություն» ծրագրի մասնակից պետություններում քաղաքական կյանքի եւ հասարակական կարծիքի վրա ՌԴ-ի ազդեցության աստիճանը, այլեւ համապատասխան միջոցներ ձեռնարկել դրան հակազդելու համար:

Զեկույցը նաեւ Եվրահանձնաժողովին առաջարկում Է մշակել ԵՄ-ի դիրեկտիվի նախագիծ, որով կարգելվի «արտաքին քաղաքական ու տնտեսական սուբյեկտների» կողմից հանրակցության երկրների քաղաքական կուսակցությունների ֆինանսավորումը:
