Ինչպես արդեն տեղեկացրել էինք, ՀՀ Ազգային Ժողովի անկախ պատգամավոր Էդմոն Մարուքյանը և ՀՀԿ խմբակցության անդամ Արփինե Հովհաննիսյանը երեկ ներկայացրել են «Զինծառայողների և նրանց ընտանիքների անդամների սոցիալական ապահովության մասին» ՀՀ օրենքում լրացումներ ու փոփոխություններ կատարելու օրենքի նախագիծ, որն այսօր արդեն դրվեց քննարկման:

Նշենք, որ օրենքի քննարկման ժամանակ ԱԺ ՀՀԿ խմբակցության պատգամավոր, ԱԺ պաշտպանության, ազգային անվտանգության և ներքին գործերի հանձնաժողովի նախագահ Կորյուն Նահապետյանը նկատեց եւ առանձնացրեց օրենքի հետ կապված մի շարք խնդիրներ:

Ինչպես հայտնում է Orer.am-ը, նախ նա փորձեց պարզել, թե հատկապես ու՞մ նկատմամբ կարող է կիրառելի լինել օրենքը. «Մասնավորապես կցանկանայի առանձնացնել այն անձանց շրջանակը, թե ու՞մ նկատմամբ կարող է կիրառելի լինել այս օրինագիծը: Արդյո՞ք միայն այն զինծառայողները, որոնք վնասվածք կամ խեղում են ստացել առաջնագծում՝ ծառայողական պարտականություն կատարելիս, թե՞ օրենքը պետք է գործի այն բոլոր զինծառայողների համար, ովքեր զինվորական պարտականության ժամանակ վնասվածք կամ խեղում են ստացել»:

Կորյուն Նահապետյանը, հիմնվելով նախորդ տարվա ոչ պաշտոնական տվյալների վրա, փորձեց ճշտում մտցնել, թե որքա՞ն զինծառայող կարող է բուժվել արտերկրում. «Եկեք հասկանանք, թե տարեկան կտրվածքով քանի անձի նկատմամբ կարող է կիրառվել այն: Ոչ պաշտոնական տվյալներով՝ ծառայողական պարտականություններ կատարելիս նման շեղում կամ վնասվածք, նախորդ տարիների վիճակագրությամբ, ստանում է 15 զինծառայող, որոնցում բավական թիվ են կազմում ոչ առաջնագծում վնասվածք կամ խեղում ստացած զինծառայողները»:

ՀՀԿ-ական պատգամավորը անդրադառնալով նաեւ խնդրի ֆինանսական կողմին, նկատեց. «Մեկ վիրահատության եւ վերականգնողական աշխատանքներ իրականացնելու համար, ըստ ոչ պաշտոնական տեղեկատվության, պահանջվում է մոտ 150 հազար ԱՄՆ դոլար գումար: Այս թվական տվյալները հիմք ընդունելով՝ եկեք փորձենք գնահատել՝ արդյո՞ք պետությունն այսօր ի վիճակի է իր վրա վերցնել այդ պարտականությունը և ապահովել մեր զինծառայողների բուժման կազմակերպումը արտասահմանյան երկրներում, եթե իսկապես անհնարին է այդպիսի օգնություն ցուցաբերել տեղում»:
