«Խաղաղ» միջուկային ծրագիր

Տաթև Տիգրանյանը ֆեյսբուքյան իր էջում գրում է.

Այսօր, աշխարհում կա 8 պետություն, որոնք հաջողությամբ կարողացել են փորձարկել միջուկային զենքեր։ Այդ պետություններից 5-ի (ԱՄՆ, Ռուսաստան, Մեծ Բրիտանիա, Ֆրանսիա և Չինաստան) միջուկային կարգավիճակը միջազգայնորեն ճանաչվել է Միջուկային զենքի չտարածման պայմանագրով։ Վերջիններս համարվում են «միջուկային պետություններ»: Միջուկային զենքի չտարածման պայմանագրի ձևավորումից հետո միջուկային փորձարկումներ է իրականացրել նաև պայմանագիրը չստորագրած ևս 3 երկիր (Հնդկաստան, Պակիստան և Հյուսիսային Կորեա)։ Իսկ ինչ վերաբերում է Իսրայելին (ըստ տեղեկությունների՝ այս երկիրը ևս միջուկային զենք ունի), ապա վերջինս նույնպես համարվում է միջուկային պետություն, չնայած համառորեն հրաժարվում է հաստատել այդ տեղեկությունները:

Այս համատեքստում անդրադառնալով Իրանին, պետք է նկատել, որ Իրանն իր միջուկային ծրագիրը սկսել է իրագործել ԱՄՆ-ի, Գերմանիայի և Ֆրանսիայի անմիջական օժանդակությամբ: Սակայն, երբ 1979-ից հետո, իսլամական հեղափոխության արդյունքում, փոխվեց Իրանի քաղաքական համակարգը, ԱՄՆ-ն ու նրա դաշնակիցները դադարեցին օժանդակել Իրանի միջուկային ծրագրին:

Հարկ է նկատել, որ մինչ այդ Իրանի երբեմնի դաշնակիցները՝ Միացյալ Նահանգները, Գերմանիան, Ֆրանսիան և Միացյալ Թագավորությունը, անմիջական մասնակցություն ունեին Իրանում ատոմակայանների կառուցման գործում և սատարում էին միջուկային ոլորտում Իրանի առաջ քաշած ծրագրերը: Ավելին, 1959թ. հիմնադրված Թեհրանի միջուկային հետազոտությունների կենտրոնը անհրաժեշտ սարքավորումներով զինվել է հենց Վաշինգտոնի կողմից:

Պետք է փաստել, որ Արևմուտքի մտահոգությունները, ինչպես այն ժամանակ, այնպես էլ այսօր, ունեն զուտ քաղաքական ենթատեքստ: Ըստ վերլուծաբանների՝ Իրանը չի հետևում միջազգայնորեն ստանձնած իր պարտավորություններին (1968թ. Իրանը ստորագրել է Միջուկային զենքի չտարածման մասին պայմանագիրը իսկ ԻԻՀ հոգևոր առաջնորդի արձակած ֆեթվան մերժում է զանգվածային ոչնչացման, այդ թվում՝ միջուկային զենքի կիրառումը): Փաստ է, որ Արևմուտքը փորձում է Իրանին թուլացնել հիմնականում տնտեսական պատժամիջոցներով: Ժամանակը ցույց տվեց, որ Արևմուտքը հասավ ցանկալի արդյունքի: Դրա վառ ապացույցն Իրանի ներքաղաքական կյանքում աջառացած տնտեսական խնդիրներն են:

Հետաքրքիրն այն է, որ նույն տրամաբանությամբ Արևմուտքը պետք է պատժամիջոցներ կիրառեր նաև Հնդկաստանի, Պակիստանի, Հյուսիսային Կորեաի կամ Իսրայելի նկատմամբ, բայց…..
