Կառավարությունը նախատեսում է առաջիկայում շրջանառությունից հանել աշխատանքային գրքույկները: Ազգային ժողովում քննարկվում է ՀՀ Աշխատանքային օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը: ՀՀ ԱԺ սոցիալական հարցերի մշտական հանձնաժողովի նախագահ Հակոբ Հակոբյանը հայտնեց, որ օրենքի նախագծի հիմնական սկզբունքներից մեկն աշխատանքային գրքույկներից հրաժարվելն է:

«Մինչև 2017 թվականը մարդկանց ձեռքին եղած աշխատանքային գրքույկները պետք է հավաքվեն մի տեղ, ստեղծվի ընդհանուր բազա, որից հետո արդեն մենք  շրջանառությունից կհանենք աշխատանքային գրքույկները»,- նշեց Հակոբյանը:

Նա հավելեց, որ պետությունը  պարտավոր կլինի բազայի միջոցով պահպանել քաղաքացիների աշխատանքային պատմությունը: Մինչև 2017 թվականն աշխատողներն իրենց աշխատանքային գրքույկներով պետք է գնան և հաշվառվեն համապատասխան բազայում, որը դեռևս չի ձևավորվել:

Աշխատանքային օրենսգրքում առաջարկվող փոփոխությունները նպատակ են հետապնդում կարգավորել ի հայտ եկած մի շարք խնդիրներ, որոնք վերաբերում են իրավակիրառական պրակտիկայում ի հայտ եկած խնդիրների, ինչպես նաև ՀՀ աշխատանքային օրենսդրության դրույթների ոչ հստակ կամ տարաբնույթ ընկալման տեղիք տվող առանձին նորմերի հստակեցմանը և այլն:

ՀՀ աշխատանքային օրենսգիրքն ընդունվել է 2004 թվականի նոյեմբերի 9-ին, ուժի մեջ է մտել 2005 թվականի հունիսի 21-ից: Ուժի մեջ մտնելուց հետո ՀՀ աշխատանքային օրենսգրքում թվով 7 անգամ կատարվել են փոփոխություններ եւ լրացումներ: Այս շրջանակներում մեծածավալ փոփոխություններ եւ լրացումներ են կատարվել 2010 թվականի հունիսի 24-ին ընդունված «Հայաստանի Հանրապետության աշխատանքային օրենսգրքում փոփոխություններ եւ լրացումներ կատարելու մասին» ՀՀ օրենքով, որն ուժի մեջ է մտել 2010 թվականի օգոստոսի 7-ից:

ՀՀ աշխատանքային օրենսգրքում կատարված փոփոխություններն ու լրացումները ուղղված են եղել` աշխատանքային հարաբերություններում գործատուների կողմից վարվող փաստաթղթաշրջանառության բեռի թեթեւացմանը, գործարար միջավայրի բարելավմանը, աշխատողների ներկայացուցիչների իրավունքների ընդլայնմանը, աշխատանքային հարաբերությունների ծագման իրավական հիմքերի կարգավորմանը, աշխատաժամանակի ռեժիմի եւ հանգստի ժամանակի կարգավորմանը, միջին ամսական աշխատավարձի հաշվարկման միասնական կարգ սահմանելուն եւ այլն:
