Իսլամական պետությունը կարողացավ հասնել հաջողության, որովհետեւ կային մի շարք նախադրյալներ դրա համար: Առկա են հակասություններ աշխարհի գերտերությունների միջեւ, ինչի արդյունքում իսլամիստ ծայրահեղականները կարողացան իրականացնել իրենց ծրագրերը, բացի այդ, միջավայրն իր ազդեցությունն ունեցավ ԻՊ-ի զարգացման համար: Թուրքագետ, ԳԱԱ արեւելագիտության ինստիտուտի տնօրեն Ռուբեն Սաֆրաստյանն Իսլամական պետությունը ոչ թե սովորական ահաբեկչական կազմակերպություն է համարում, այլ`նոր երեւույթ, որ մինչ այժմ չի եղել: «Ահաբեկչական կազմակերպությունից այն վերաճում է տարածքային երեւույթի եւ ղեկավարում բազամթիվ տարածքներ: Այն միտում ունի վերածվելու պետության»,- ասաց Սաֆրաստյանը` հավելելով, որ ընդհանուր առմամբ Իսլամական պետության ստեղծման ֆենոմենը հասկանալու համար պետք է հաշվի առնել այն միջավայրը, որտեղ նա ձեւավորվեց:

«Մերձավոր Արեւելքում է առաջացել Իսլամական պետությունը: Այդ կառույցի ստեղծումը հնարավոր դարձավ այն պայմաններում, երբ Մերձավոր Արեւելքում չորս պետություն դադարեց գոյություն ունենալ: Իսլամական պետության հզորոցոմը տեղի է ունենում այն պայմաններում, երբ ծայրահեղ սրված են հարաբերությունները Արեւմուտքի եւ ՌԴ-ի միջեւ: Այդ կառույցը պետք է դիտարկել համաշխարհայնացման պայմաններում»,- ասաց Ռուբեն Սաֆրաստյանը:

Թուրքագետը շեշտում է, որ Իսլամական պետությունը հակաքաղաքակրթական  գործունեություն է իրականացնում, նպատակային եւ կազմակերպված ձեւով ոչնչացնում այլադավաններին: Իսլամական պետության կայացման գործում իր ներդրումն ունի նաեւ Թուրքիան, որ բավական երկար սահման ունի թե Սիրիայի, թե Իրաքի հետ եւ այդ սահմանները դարձան հիմք Իսլամական պետության ստեղծման համար:
