«Դաշնակցական պատգամավոր Արմեն Ռուստամյանը ընդունել է, որ կառավարման խորհրդարանական համակարգի դեպքում երկիրն ավելի հաճախ է մատնվում քաղաքական ճգնաժամի, և բերել է Իտայիայի օրինակը, որտեղ վերջիս 50 տարվա ընթացքում կառավարությունը 60 անգամ փոխվել է:
