Ազգային ժողովի ԲՀԿ խմբակցության պատգամավոր, ԵԽԽՎ հայաստանյան պատվիրակության անդամ Վահան Բաբայանը ԵԽԽՎ-ի աջակցությունն է խնդրել Լեռնային Ղարաբաղի Հանրապետության բնակչությանը եվրոպական կրթական համակարգին ինտեգրելու հարցում: ԵԽԽՎ լիագումար նիստի ընթացքում պատգամավորը հանդես է եկել ելույթով, որում անդրադարձել է չճանաչված պետությունների բնակչության կրթության իրավունքին:

«Արմենպրես»-ը ներկայացնում է պատգամավորի ելույթն ամբողջությամբ. «Հարգելի՚ գործընկերներ, այսօր ես կցանկանամ խոսել չճանաչված պետությունների բնակչության կրթության իրավունքի մասին, որը մարդու իրավունքների հիմնարար մաս է: Այսօր փաստ է, որ չճանաչված պետությունների բնակչությունը զրկված է Եվրոպական կրթական ծրագրերին մասնակցելու հնարավորությունից: 

Հիմք ընդունելով UNESCO-ի կողմից 1960 դեկտեմբերի 14-ին ընդունված կրթական որլորտում խտրականությունների դեմ կոնվենցիան՝ կուզենայի ձեր ուշադրությունը սևեռել Լեռնային Ղարաբաղի Հանրապետության  բնակիչների՝ միջազգային կրթություն ստանալու անհնարինության հարցին, որը լրջագույն խոչընդոտ է տվյալ չճանաչված պետության բնակչության համար, ինչպես նաև խտրականություն է նրանց հանդեպ:

ԼՂՀ իշխանություններն ստեղծել են բոլոր պայմանները բնակչության կրթական իրավունքի իրացման համար, սակայն ԼՂՀ տարածքից դուրս այդ մարդիկ հանդիպում են անլուծելի խնդիրների և խոչընդոտների:  Նշեմ, որ ԼՂՀ-ում 143 հազար բնակչության առկայության պայմաններում գործում է 219 դպրոց, 5 բարձրագույն ուսումնայական հաստատություն: Ամփոփելով խոսքս՝ նշեմ, որ ԼՂՀ ուսանողները դուրս են մնում Եվրոպական կրթական բարձրագույն համակարգից և չեն օգտվում Բոլոնյան գոծընթացով երաշխավորված ծրագրերից: 

 UNESCO-ի կոնվենցիայի համաձայն՝ մարդու կրթական իրավունքը UNESCO-ի հիմնարար դրույթներից է, և ես ակնկալում եմ ԵԽԽՎ-ի աջակցությունն այս հարցում: Անդրադառնալով չճանաչված պետություններում ապրող մարդկանց կրթական իրավունքին՝ առաջարկում եմ վեհաժողովում ստեղծել աշխատանքային խումբ այս հարցով»:
