Հուշարձանների պահպանութան օրենքի նախագիծը մինչև հուլիսի վերջ կներկայացվի ՀՀ կառավարությանը

Հուշարձանների պահպանութան «մայր օրենքի» նախագծի խմբագրված տարբերակը մինչև  հուլիսի վերջ կներկայացվի ՀՀ կառավարությանը: Այս մասին հունիսի 26-ին լրագրողների հետ հանդիպմանը հայտնեց ՀՀ մշակույթի նախարարի տեղակալ Արև Սամուելյանը:

«2015 թ.-ին Մշակույթի նախարարության գերակայություններից է հուշարձանների պահպանութան «մայր օրենքի» նախագծի նոր խմբագրության ներկայացումը: Բավականին լուրջ աշխատանք է կատարվել 1998թ.-ից գործող օրենքի վրա, և շուրջ երեք տարի կատարված աշխատանքների արդյունքը մինչև հուլիսի 20-ը կներկայացվի կառավարությունը:

«Օրենքը, համեմատելով այլ երկրների փորձի հետ, բավական լավն է, սակայն այսօր առաջացել են այն մի շարք իրավական ակտերի, միջազգային կոնվենցիաների հետ համաձայնեցման խնդիրներ»,- տեղեկացրեց Արև Սամուելյանը:

Մշակույթի նախարարի տեղակալը, խոսելով վերջին տարվա ընթացքում ոլորտի ենթաօրենսդրական և գերատեսչական ակտերի վերախմբագրման, նաև նոր ակտերի մշակման մասին, նշեց, որ, ընդհանուր առմամբ, հուշարձանների ոլորտը ղեկավարվում է երկու կարգով և 30 ընթացակարգերով, որոնք հաստատվում են նախարարի հրամանով: 

«2014 թ. ամռանը հաստատվեց պետական արգելոցների, պատմամշակութային հողերի և թանգարանների տարածքները վարձակալության տրամադրելու ընթացակարգը: Այն ամրագրում է, թե որ դեպքերում է հնարավոր վարձակալության տրամադրել այս կամ այն տարածքը, հայտի ներկայացման կարգը, հատակագծի ներկայացումը, ինչպես նաև ամրագրված է թույլատրելի և արգելված գործողությունների ցանկը»,- տեղեկացրեց Արև Սամուելյանը:

ՀՀ մշակույթի նախարարության ենթակայության արգելոցների, արգելոց-թանգարանների և թանգարանների տարածքները վարձակալության տրամադրելու ընթացակարգը հաստատելու մասին» N 430-Ա հրամանը ՀՀ մշակույթի նախարարի կողմից ընդունվել է 2014 թվականի հուլիսի 24-ին, ինչով հստակ սահմանվել են արգելոց-թանգարանների և թանգարանների տարածքները վարձակալության տրամադրման պայմանները, դեպքերը և ընթացակարգը:
