Կառավարությունը քայլեր է ձեռնարկում ընդդեմ ոգելից խմիչքների կեղծման

Հայաստանի կառավարությունը քայլեր է ձեռնարկում հայկական կոնյակների, աշխարհագրական նշումով գինիների և խաղողի օղիների կեղծման հնարավոր գործողություններն արդյունավետորեն կանխարգելելու ուղղությամբ: Մասնավորապես, կառավարության հաստատմանն է ներկայացվել «Խաղողի հումքով ոգելից խմիչքների մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ և լրացումներ կատարելու մասին» ՀՀ օրենքի նախագիծը: Այն ընդգևրկված է գործադիրի հուլիսի 8-ի նիստի օրակարգում:  

Հիմնավորման համաձայն՝ նախագծով ճշգրտվում և խմբագրվում են օրենքի առանձին դրույթներ, իսկ որոշ դրույթների ուժի մեջ մտնելու ժամկետները փոփոխվում են: Նախագծով՝ օրենքը լրացվում է «խաղողագործական մակրոշրջան» նոր հասկացությամբ և դրանով պայմանավորված օրենքի համապատասխան դրույթներում կատարվում են խմբագրական փոփոխություններ, հայկական կոնյակի, աշխարհագրական նշումով գինու կամ խաղողի օղու արտադրությունը գինեգործական այլ արտադրանքների արտադրությունից առանձնացված տարածքներում իրականացնելու պահանջը փոխարինվում է դրանց շարժը փաստաթղթավորելու մասին պահանջով: Բացի այդ, նախագծով օրենքը լրացվում է գինեգործական արտադրանք արտադրողների և վերամշակողների կողմից խաղողի տվյալ տարվա բերքի գնման քանակների և միջին գնի, ինչպես նաև վերամշակված գինեգործական արտադրանքի մնացորդների և ստացված պատրաստի արտադրանքի, մասնավորապես` թորումից ստացված սպիրտի քանակների վերաբերյալ լիազոր մարմնին տեղեկատվություն տրամադրելու մասին պահանջով:

Օրենքը լրացվում է  նաև վերամշակման համար նախատեսված գինեգործական արտադրանքի մնացորդները, վերամշակումից ստացված արտադրանքը, մասնավորապես` թորումից ստացված սպիրտի մնացորդները, արտադրության ու շրջանառության փուլերում դրանց շարժը և ստացված ու իրացված արտադրանքի քանակները փաստաթղթավորելու մասին պահանջներով:

«Ակնկալվում է, որ կատարվող փոփոխություններով և լրացումներով հնարավորություն կստեղծվի առավել արդյունավետորեն կանխարգելելու հայկական կոնյակների, աշխարհագրական նշումով գինիների և խաղողի օղիների կեղծումները` առանց ոլորտում գործող տնտեսավարողների կողմից լրացուցիչ ներդրումներ կատարելու, բացի այդ օրենքի որոշ դրույթների ուժի մեջ մտնելու ժամկետների փոփոխությունը հնարավորություն կընձեռի խուսափելու տնտեսության և փոքր ու միջին ձեռնարկատիրության վրա դրանց բացասական ազդեցությունից»,- նշված է նախագծի հիմնավորման մեջ:

Նախագիծը մշակվել է ՀՀ գյուղատնտեսության նախարարության աշխատակազմի կողմից և լրամշակվել է Հայկական կոնյակագործների և Հայ գինեգործների միությունների առաջարկությունների հիման վրա:
