Հայաստանի Հանրապետության արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը հուլիսի 8-ին մասնակցել է «Աջակցություն Հայաստանում պրոբացիոն ծառայության ստեղծմանը» ծրագրի շրջանակում կայացած սեմինարին, որը նախատեսված էր քննիչների և փաստաբանների համար:

Սեմինարը իրականացրել է Հայաստանի Հանրապետության արդարադատության նախարարությունը՝ Եվրոպայի խորհրդի աջակցությանբ: Հանդիպմանը ներկա են եղել նաև ԵԽ «Աջակցություն Հայաստանում պրոբացիոն ծառայության ստեղծմանը» ծրագրի ղեկավար Հայկ Խեմչյանը, Փաստաբանների պալատի նախագահի առաջին տեղակալ Արթուր Հովհաննիսյանը, միջազգային իրավախորհրդատուներ Քրիս Ֆրոսթը և Էնդի Բերնհարդտը, ինչպես  նաև քննիչներ, փաստաբաններ ու իրավաբաններ:

Սուրեն Քրմոյանի խոսքով՝ քրեական արդարադատության ոլորտում պրոբացիայի ծառայության նոր ինստիտուտի ներդրումը նպատակ ունի նվազեցնել ազատազրկման ձևով պատիժների ու խափանման միջոցների կիրառումը, քրեակատարողական հիմնարկների բեռնաթափումը, հանցագործություն կատարած անձանց ուղղումն ու վերասոցիալականացումը, կրկնահանցագործության կանխարգելումը: «Քրեական արդարադատության ոլորտում վերջին տասնամյակում բավականաչափ փոփոխություններ են եղել. ներմուծվել է վերականգնողական արդարադատության գաղափարը, որը նշանակում է՝ Քրեական օրենսգրքով սահմանված պատժի նպատակներին կարելի է հասնել նաև այլընտրանքային պատժատեսակներ կիրառելով, այլ ոչ թե բացառապես անձին զրկելով ազատությունից: Արևմտյան երկրներում ներդրված պրոբացիոն ծառայության վերլուծությունները վկայում են այն մասին, որ վերականգնողական արդարադատության կիրառման արդյունքում՝ գոհունակություն է առաջանում քրեական արդարադատության համակարգից»,- նշել է Սուրեն Քրմոյանը:

Նախարարի տեղակալի փոխանցմամբ՝ այլընտրանքային պատժի այս տեսակը վերաինտեգրում, վերասոցիալականացնում է հանցագործություն կատարած անձին  հասարակության մեջ և այս պարագայում, մեծ է դատական համակարգի դերը պրոբացիոն ծառայության կայացման հարցում:

ԵԽ ծրագրի ղեկավար Հայկ Խեմչյանն էլ տեղեկացրել է, որ Երևանի Շենգավիթ վարչական շրջանում և Վանաձորում մեկնարկել է պրոբացիոն ծառայության գործարկումը պիլոտային ստորաբաժանումներում: Նա կարևորել է դատավորների, քննիչների, փաստաբանների ակտիվ ներգրավվածությունն այս գործընթացում, առանց որի հնարավոր չէ համակարգված արդյունավետ աշխատանքը:

Փաստաբանների պալատի նախագահի առաջին տեղակալ Արթուր Հովհաննիսյանի գնահատմամբ՝  Հայաստանի Հանրապետությունում պրոբացիոն ծառայությունը քայլ առաջ է, քանի որ պատժողական քաղաքականությունից անցում ենք կատարում վերականգնողական արդարադատության:
