 Իրավական ոլորտի ներկայացուցիչները  բարձր են գնահատում Հովհաննես Մանուկյանի գործունեությունը արդարադատության նախարարի պաշտոնում: «Արմենպրես»-ի հետ զրույցում ՀՀ փաստաբանների պալատի նախագահ Արա Զոհրաբյանը նշեց, որ Հովհաննես Մանուկյանի հետ փաստաբանների պալատի համագործակցությունը եղել է արդյունավետ և կառուցողական: «Տեղյակ եք, որ նրա պաշտոնավարման ընթացքում մենք արդարադատության նախարարության հետ նաև համագործակցության հուշագիր ենք ստորագրել: Հուշագիրը դեռևս պրակտիկ գործողության մեջ չի դրվել, սակայն մենք այն կնքել ենք նախարարության հետ, և ես կարծում եմ, որ հաջորդ նախարարը ևս այդ հուշագրի պայմանները կիրառելու անհրաժեշտություն կտեսնի»,- ասաց Զոհրաբյանը:

Ինֆորմացիայի ազատության կենտրոնի նախագահ, իրավաբան Շուշան Դոյդոյանն «Արմենպրես»-ի հետ զրույցում ափսոսանք հայտնեց, որ Հովհաննես Մանուկյանն այլևս արդարադատության նախարարի պաշտոնը չի զբաղեցնում: «Ես իսկապես ափսոսսում եմ, որովհետև մենք շատ կարևոր նախաձեռնություններ էինք իրականացնում: Շատ լավ հակակոռուպցիոն նախաձեռնություններ ունեինք, ծրագրեր ունեինք տեղեկատվական ազատության ոլորտում: Նրա պաշտոնավարման ընթացքում սերտ համագործակցություն էր ձևավորվել արդարադատության նախարարության և հասարակական սեկտորի միջև: Հիմա, փաստորեն, մենք պետք է ամեն ինչ նորից սկսենք, ինչը ջանքեր և ժամանակ է պահանջելու թե կառավարությունից, թե մեզանից»,- նշեց Դոյդոյանը:

Նա ընդգծեց նաև, որ արդարադատության նախարարությանը կից գործող հանրային խորհուրդը, ի տարբերություն այլ նախարարություններին կից գործող խորհուրդների, Հովհաննես Մանուկյանի պաշտոնավարման ընթացքում շատ ակտիվ աշխատել է: «Այդ խորհրդում նաև մեր կազմակերպությունն էր ընդգրկված: Պարբերաբար քննարկումներ էին կազմակերպվում հասարակական կազմակերպությունների հետ տարբեր թեմաների շուրջ: Այդ խորհուրդը ձևական բնույթ  չէր կրում, իսկ հիմա մենք չգիտենք, թե ինչ է դրա հետ լինելու»,- ընդգծեց նա:

Իրավաբան Ալվինա Գյուլումյանը դժվարացավ գնահատական տալ Հովհաննես Մանուկյանի գործունեությանն արդարադատության նախարարի պաշտոնում: Նա ընդգծեց, որ որպես մասնագետ՝ դրական է վերաբերում Հովհաննես Մանուկյանին, սակայն նրա գործունեության գնահատականն իրեն չբերաբերող հարց է:

Հայաստանի Հանրապետության արդարադատության նախարար Հովհաննես Մանուկյանը հուլիսի 14-ին ազատվել է արդարադատության նախարարի պաշտոնից: Հովհաննես Մանուկյանը ՀՀ արդարադատության նախարարի պաշտոնը ստանձնել էր 2014թ. ապրիլի 30-ին: Մինչ այդ նա Վրաստանում ՀՀ արտակարգ և լիազոր դեսպանն էր, իսկ դրանից առաջ զբաղեցրել է ՀՀ վճռաբեկ դատարանի նախագահի պաշտոնը:
