ՀՀ արդարադատության նախարարի առաջին տեղակալ, նախարարի ժամանակավոր պաշտոնակատար Արսեն Մկրտչյանը հուլիսի 27-ին ընդունել է Համաշխարհային բանկի ավագ տնտեսագետ Միգարա դե Սիլվայի գլխավորած պատվիրակությանը:

Ինչպես տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի բաժնից, հանդիպմանը ներկա են եղել նաև ՀՀ ԱՆ կազմակերպական-իրավական վարչության պետի տեղակալ Դիանա Ղազարյանը, ՀՀ ԱՆ Գերատեսչական և անհատական իրավական ակտերի փորձաքննության բաժնի պետ Գոռ Ալեքսանյանը, Պետական հատվածի արդիականացման ծրագրի ղեկավար Ահարոն Մկրտչյանը, Հայաստանի Հանրապետությունում Համաշխարհային բանկի խմբի պետական կառավարման հարցերով ավագ մասնագետ Դավիթ Մելիքյանը, ծրագրի իրավական հարցերով խորհրդատու Օլգա Սիպկան, այլք:

Արդարադատության նախարարի ժամանակավոր պաշտոնակատար Արսեն Մկրտչյանը բարձր է գնահատել Համաշխարհային բանկի հետ ունեցած փոխգործակցությունն ու կարևորել ՀԲ աջակցությամբ նորմատիվ իրավական ակտերի մշակման միասնական էլեկտրոնային համակարգի ներդրմանն ուղղված աշխատանքները: Նրա խոսքով, ծրագիրը խոստումնալից է. այն ուղղված է լինելու նորմատիվ իրավական ցանկացած ակտի մշակման միասնական մոտեցումներ ապահովելուն: Արսեն Մկրտչյանը հետաքրքրող բոլոր հարցերը լսելու և ծրագրի ներդրման վերաբերյալ մանրամասներ ներկայացնելու պատրաստակամո ւթյուն է հայտնել:

Համաշխարհային բանկի ներկայացուցիչ Միգարա դե Սիլվան շնորհակալություն է հայտնել ընդունելության համար և նշել, որ արդեն իսկ հանդիպումներ են ունեցել հայաստանյան գործընկերների հետ, ստացել են համակարգի ներդրման աշխատանքներին առնչվող մեկնաբանություններ և առաջարկներ: «Ստացված բոլոր առաջարկները հաշվի են առնվել»,- ասել է ՀԲ ներկայացուցիչը՝ կարևորելով արդարադատության ոլորտում իրականացվող բարեփոխումների այս ծրագիրը:  

Նորմատիվ իրավական ակտերի մշակման միասնական էլեկտրոնային համակարգը նպատակ ունի ապահովել իրավական ակտերի նախագծերի միասնականություն՝ լեզվական, կառուցվածքային և տեխնիկական այլ առումներով: Համակարգը պետք է հնարավորինս հասանելի գործիքակազմ ունենա, որն էլ կնպաստի տարբեր մակարդակներում դրա կիրառմանը: Համակարգում ներառված կլինեն իրավական ակտերի նախագծերի պատրաստի ձևաթղթեր, որոնք նվազագույնի կհասցնեն տեխնիկական թերությունների առկայությունը նախ իրավական ակտի նախագծում, ապա վերջնական ակտում: Այն ունենալու է հասանելի ություն նորմատիվ իրավական ակտերի ստեղծման գործառույթ ունեցող բոլոր մարմիններում և կազմակերպություններում:
