ՀՀ քաղաքացիական ծառայության խորհրդի նախագահ Մանվել Բադալյանը հուլիսի 25-ին ընդունել է Համաշխարհային բանկի` Հայաստանի «Պետական հատվածի արդիականացման» ծրագրի իրականացմանն աջակցող առաքելության ղեկավար Միգարա դե Սիլվային: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ քաղաքացիական ծառայության խորհրդի մամուլի ծառայությունից, հանդիպմանը քննարկվել են վերոնշյալ ծրագրի քաղաքացիական ծառայության բաղադրիչÕ « երկրորդ փուլով նախատեսված միջոցառումների իրականացման ընթացքին և արդյունքներին առնչվող հարցեր, ինչպես նաև համատեղ նոր ծրագրերի իրականացման հնարավորությունները: 

ՀՀ ՔԾԽ նախագահը նշել է, որ ավարտին են մոտենում քաղաքացիական ծառայության պաշտոնների գնահատման, ինչպես նաև քաղաքացիական ծառայողների հեռավար ուսուցման նոր համակարգերի ծրագրային պլատֆորմների ստեղծման աշխատանքները: ՀՀ ՔԾԽ-ի կողմից կարևորվել է նաև ծրագրի շրջանակում քաղաքացիական ծառայության թափուր պաշտոնների զբաղեցման մրցույթների թեստավորման փուլը էլեկտրոնային եղականով, համակարգչի միջոցով անցկացնելուն ուղղված ՀԲ-ի կողմից տեխնիկական աջակցության ցուցաբերումը:

Պարոն Դե Սիլվան գոհունակություն է հայտնել քաղաքացիական ծառայության ոլորտում նախանշված բարեփոխումների ընթացքի կապակցությամբ, որը լավ հիմքեր է ստեղծում «Պետական հատվածի արդիականացման» ծրագրի շրջանակներում համագործակցության շարունակման և նոր համատեղ նախաձեռնությունների իրականացման համար: Մասնավորապես, ուշադրության կենտրոնում է քաղաքացիական ծառայության համակարգում ընդգրկված մարմիններում էթիկայի հանձնաժողովների կայացման, շահերի բախման և հայտարարագրման համակարգի լիարժեք ներդրման խնդիրը:
