Ադրբեջանը Համաշխարհային բանկին արգելել է ֆինանսական հատվածի գծով եզրակացություններ հրապարակել

 Թեպետ Համաշխարհային բանկը մեկ շաբաթ առաջ հաստատել է 2015-2020 թվականներին գործընկերության գծով (CPF) շրջանակային փաստաթուղթն Ադրբեջանի համար, սակայն նրա բովանդակությունը մինչ այժմ գաղտնի է պահվում:

Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է «Թուրան» լրատվական գործակալությունը:

CPF-ը կարգավորում է Վերակառուցման եւ զարգացման միջազգային բանկի (IBRD), Միջազգային ֆինանսական կորպորացիայի (IFC) եւ Բազմակողմանի ներդրումային երաշխիքների գծով գործակալության (MIGA) Ադրբեջանում կայուն եւ մասնավոր հատվածին ուղղված զարգացմանն օժանդակելու գծով գործողությունները:

Փաստաթղթի բովանդակության հրապարակման վրա արգելքը դրել է Ադրբեջանի կառավարությունը, որն ավելի վաղ եւս արգելել էր հրապարակել Արտարժույթի միջազգային հիմնադրամի ֆինանսական հատվածի գնահատման երկրորդ ծրագրի (FSAP) արդյունքները:

Արժույթի միջազգային հիմնադրամի (ԱՄՀ) գործադիր խորհուրդը դեռեւս հուլիսի 17-ին ավարտել էր Ֆինանսական հատվածի կայունության գնահատման (FSSA) քննարկումը, որն անցկացվել էր այս տարվա գարնանը, սակայն, պաշտոնական Բաքուն արգելել էր հրապարկել այն:

ԱՄՀ-ի եւ ՀԲ-ի առաքելությունները հուլիսի 2-17-ին FSAP են անցկացրել, որը ներառել է զարգացման եւ ֆինանսական հատվածի կայունության հարցերի գնահատում: Հատուկ ուշադրություն էր հատկացվել իրավական, կարգավորիչ եւ վերահսկողական հարցերին, հիմնական ֆինանսական ծառայություններին, այդ թվում` բանկային եւ ապահովագրական համակարգին, կապիտալի շուկային եւ հիպոթեքին, ինչպես նաեւ ֆինանսական ռեսուրսների մատչելությանը:

Ինչպես հայտնի է, Ադրբեջանի ֆինանսական հատվածը 2015 թվականի փետրվարից մանաթի արժեզրկման եւ բանկային համակարգի առաջատար «Ադրբեջանի միջազգային բանկում» ծագած խնդիրների պատճառով խորը ճգնաժամ է ապրում: Ադրբեջանական կառավարութունը փորձում է քողարկել ֆինանսական հատվածի խնդիրները, եւ այդ իմաստով հետաքրքրված չէ իրերի իրական դրության անկախ գնահատականի հրապարակման մեջ:

FSAP-ում նախատեսվում է աղքատության մակարդակի մինչեւ 4 տոկոս իջեցում եւ հասարակության 4 տոկոս միջին խավի մինչեւ 29 տոկոս ընդլայնում: Ինչպես նշում են փորձագետները, 4 տոկոս միջին խավի գոյության ճանաչումն արդեն տնտեսական զարգացման հետամնացության լուրջ ցուցանիշ է: Նրանք նաեւ գտնում են, որ խորացող ճգնաժամի պայմաններում միջին խավի ծրագրված աճ գործնականում հնարավոր չէ:
