 ՀՀ մարդու իրավունքների պաշտպանը տրամաբանական է համարում քաղաքացիների և լրագրողների գույքային պահանջները, քանի որ Բաղրամյան պողոտայում հունիսի 23-ի վաղ առավոտյան ոստիկանության և ցուցարարների միջև տեղի ունեցած միջադեպի հետևանքով վնասվել են մի շարք անձնական և աշխատանքային առարկաներ: «Քաղաքացիների պահանջները տրամաբանական են, իսկ արդար է, թե ոչ, կորոշի դատարանը: Մ եր լիազորությունները սպառված են ու տուժած քաղաքացիները, լրագրողները, իրենց գույքային պահանջները վերականգնելու համար ոստիկանության որոշումները կարող են բողոքարկել դատական կարգով: Մենք պարտավորեցնելու իրավասություն չունենք, մենք միայն հայտնում ենք մեր իրավական գնահատականը, որը հիմք է նաև ակցիայի մասնակիցներին՝  իրենց հետագա իրավական գործընթացների համար»,- «Արմենպրես»-ի փոխանցմամբ՝ ասաց Անդրեասյանը:

Միաժամանակ, ՄԻ պաշտպանը նկատեց, որ քաղաքացիների ու ոստիկանության միջև տեղի ունեցած բախման հետևանքով արդեն կան խախտումների մասին ոստիկանության հրապարակումները: Լրագողի հարցին՝ ինչպե՞ս պետք է վերադարձնի ՀՀ ոստիկանությունը լրագրողների վնասված գույքը, արդյոք պետական բյուջեի հաշվին, Կարեն Անդրեասյանը նշեց, որ վնասի փոխհատուցման ձևը տարբեր կարող է լինել։ Օրինակ՝ պետական մարմինը կարող է իր միջոցներից հատուցել, այնուհետև վնաս պատճառած իր աշխատակցից պահել գումարը: Անդրեասյանի խոսքով, ցավոք պրակտիկայում չկա նման օրինակ: Օմբուդսմենը հույս հայտնեց, որ կլինի, որովհետև ՀՀ հասարակությունը գնալով դառնում է իրավական տրամաբանությամբ հասարակություն:
