Հայ - իրանական ակտիվացող շփումներն ու հուսադրող հեռանկարները

Պատժամիջոցների վերացման շուրջ «Վեցնյակի» հետ ձեռք բերված պայմանավորվածություններից հետո վերջին շրջանում նկատվում է հայ-իրանական շփումների ակտիվացում։

Դրա վկայություններից մեկն էլ այս օրերին Երեւանում տեղի ունեցողը հանդիպումներն են, որոնց ընթացքում Իրանի տարբեր գերատեսչությունների ներկայացուցիչների հետ քննարկվում են միջկառավարական հանձնաժողովի 12-րդ նիստի շրջանակներում ձեւավորված օրակարգային հարցերը։ Խոսքը անցած տարվա վերջին Թեհրանում ստորագրված Փոխըմբռնման հուշագում ամրագրված համագործակցության ծրագրերի մասին է, որոնց շրջանակը բավական ընդգրկուն է։ Այն առնչվում է էներգետիկայի, առեւտրի, տրանսպորտի, բնապահպանությանն, առողջապահության, կրթության եւ այլ ոլորտներին, ինչպես նաեւ բանկային համակարգին։ Այս շփումները շրջանակներում Հայաստանում է գտնվում նաեւ Իրանի արտահանման եւ զարգացման բանկի տնօրենը։

Ինչպես հայտնի է՝ այս բանկը ստանձնել է Հայաստան-Իրան երրորդ բարձրավոլտ գծի շինարարության ֆինանսավորումը։ Երեւանում գտնվող բանկի ղեկավարն անցած օրը հանդիպում ունեցավ Հայաստանի վարչապետի, ինչպես նաեւ էներգետիկայի եւ բնական պաշարների նախարարի հետ։ Հանդիպումների առանցքային հարցը հայ-իրանական տնտեսական ծրագրերի եւ առաջին հերթին երրորդ էլեկտրագծի շինարարության ֆինանսավորումն էր։ Հայ-իրանական տնտեսական ծրագրերն առաջիկայում կքննարկվեն նաեւ Իրանի փոխնախագահի Հայաստան կատարելիք այցի շրջանակներում։ Սակայն իհարկե, հիմնական իրադարձությունները սպասվում են Իրանի նախագահի երեւանյան այցի ժամանակ, որը պետք է կայանա մինչեւ տարեվերջ։ Այն կարող է իսկապես շրջադարձային լինել երկու երկրների տնտեսական հարաբերություններում նախանշվող մի շարք առանցքային ծրագրերի իրականացման համար։ Խոսքը ինչպես ենթակառուցվածքների, այնպես էլ էներգետիկայի ոլորտում շոշափվող խոշոր նախաձեռնությունների մասին է։

Այն, որ առաջիկա մի քանի ամիսներին սպասվում են Իրանի փոխնախագահի, այնուհետեւ նախագահի այցելությունները Հայաստան՝ վկայում են հայ-իրանական տնտեսական գործակցության ոլորտում կողմերի լուրջ մտադրությունների մասին։ Առավել եւս, որ այդ առումով բացվել են նոր հեռանկարներ՝ Հայաստանի ԵԱՏՄ-ին անդամագրվելուց հետո։

Պատահական չէ, որ այդ խնդիրը դարձավ նաեւ միջկառավարական հանձնաժողովի համատեղ կոմիտեի երեւանյան նիստի ժամանակ դիտարկված առանցքային ուղիներից մեկը։ Թեեւ Իրանը քննարկում է ԵԱՏՄ հետ ազատ առեւտրի գոտի ստեղծելու հարցը, այնուհանդերձ անհամեմատ ավելի նպաստավոր կարող է լինել Հայաստանի միջոցով այս շուկա մտնելու հեռանկարը։ Մի բան, ինչը շատ ավելի արտոնյալ պայմաններ կարող է ապահովել իրանական գործարարների համար։
