Սահմանադրության նախագիծը երեք խնդիր է լուծում: Առաջինը մարդու իրավունքների իրական արտահայտումն է Սահմանադրությունում: Երկրորդը կառավարման համակարգի խնդիրն է: Ուսումնասիրելով տարբերի երկրների փորձը` հայ սահմանագրագետները գտել են, որ ճիշտը կառավարման պառլամետական համակարգն է` այս ձևով: Երրորդն էլ դատական իշխանության անկախության ավելի մեծացումն է: Այս մասին հայտարարեց Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր Սուքիաս Ավետիսյանը` օգոստոսի 6-ին լրագրողների հետ հանդիպմանը: Կառավարության առջև դրված պարտավորություններն են ավելացել և «ամենակարևորներից մեկը այն է, որ կառավարությունը հաշվետու է պառլամենտի առջև»: «Բացի այդ, Սահմանադրությունում հստակ ամրագրվում է, որ Ազգային ժողովի տեղակալներից պետք է լինի ընդդիմության ներկայացուցիչ, հստակ խնդիր է դրվել ազգային փոքրամասնություններին տեղ տալու մասին»,-ասաց «Արմենպրես»-ի փոխանցմամբ`Սուքիաս Ավետիսյանը:

Նրա կարծիքով` Սահմանադրության բարեփոխված նախագծի նախնական տարբերակի վերաբերյալ Վենետիկի հանձնաժողովի առաջարկը անպայմանորեն ընդունման ենթակա չէ: «Դա առաջարկոթյուն է, որը պետությունը կորոշի կատարել, թե ոչ»,- հայտնեց պատգամավորը` նշելով, որ երկրորդ փուլով խորհրդրանական ընտրություններ անցկացնելու դրույթը Սահմանադրության նախագծում ամրագրվել է` հաշվի առնելով տարբեր երկրների փորձը, երբ մեծամասնություն չձևավորվելու արդյունքում առաջանում էր կառավարման և քաղաքական ճգնաժամ: «Որպեսզի մենք նման իրավ իճակում չհայտնվենք, խնդիր ենք դրել հստակեցնել այդ հանգամանքը»,- նշեց Սուքիաս Ավետիսյանը:

Կառավարման փորձագետ Հարություն Մեսրոպյանի խոսքով` կառավարման համակարգը կլինի նախագահական, կիսանախագահական, թե խորհրդարանական, սպառել է իրեն: «Ֆրանսիայի պատմությունը ցույց է տալիս, որ հիսուն-վաթսուն տարուց ավելի գործելուց հետո այդ համակարգերը սպառում են իրենց: Որպես կառավարման փորձագետ` կարող եմ ասել, որ այդ երեք համակարգերն էլ անարդյունավետ են»,-նշեց նա:

Նրա խոսքով` հիբրիդային պետական համակարգն է ամենաարդյունավետը, որտեղ երեք իշխանական թևերի փոխարեն կան հինգ թևեր: «Այդ կառավարման համակարգերում մտցված է պետության կառավարման ենթամոդելը: Այնտեղ չի գործում որևէ անձ` ընդհանրապես: Այնտեղ որոշումները կայացվում են հինգ հոգանոց մարմնի կողմից, որտեղ ամեն մեկը կառավարում է մեկ տարով ռոտացիոն համակարգով»,-ասաց Հարություն Մեսրոպյանը:

Օգոստոսի 4-ին հրապարակվել է Սահմանադրության 1-15-րդ գլուխների նախագծի նախնական տարբերակը:
