Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր Գագիկ Մինասյանը համոզված է, որ սահմանադրական բարեփոխումների արդյունքում առաջարկվող Սահմանադրության նախագիծը կտրուկ մեծացնում է խորհրդարանում քաղաքական փոքրամասնության իրավունքները: Լրագրողների հետ հանդիպման ժամանակ  պատգամավորը նշեց, որ նախագծում առկա որոշ կետեր բերելու են խորհրդարանում քաղաքական մեծամասնության և փոքրամասնության համագործակցության նոր մշակույթի ձևավորման: «Բազմաթիվ ոլորտներում մենք ունենք քվեարկություններ, որոնք պետք է իրակացվեն ոչ թե ներկաների կեսից ավելիով, այլ 60 տոկոսով, հատկապես այն բոլոր նշանակումները, որ խորհրդարանն իրականացնում է տարբեր հանձնաժողովների, Կենտրոնական բանկի, Վերահսկիչ պալատի համար: Սա նշանակում է, որ խորհրդարանական մեծամասնությունն առանց համագործակցելու, առանց այս կամ այն թեկնածուի մոտեցումները հաշվի առնելու չի կարողանալու այդ որոշումներն իրականացնել»,- ասաց Գագիկ Մինասյանը:

Պատգամավորի դիտարկմամբ` ներկայացվող Սահմանադրությունը թույլ կտա քաղաքական մեծամասնության և փոքրամասնության միջև փոխզիջումային հարաբերությունների ձևավորմանը: «Արդյոք, դա չի վերացնի «ընդդիմություն» հասակացությունը» հարցին` Գագիկ Մինասյանը տվեց հետևյալ պատասխանը. «Նորանկախ պետություններում ընդդիմության ընկալումը հասարակության մոտ չափազանց խեղված է: Ընդդիմությունը դասական իմաստով քաղաքական առումով առողջ առաջ մղելու հնարավորություն է և ոչ թե ամեն ինչին ոչ ասելու կարողություն: Մենք պետք է սովորենք նոր քաղաքակիրթ հա մակարգում իշխանության և ընդդիմության համագործակցության արդյունքում հասարակությանն առաջ մղելու արվեստին: Դա այս սահմանադրությունը տալիս է»:

Գագիկ Մինասյանը շեշտեց, որ խորհրդարանական փոքրամասնության ներկայացուցիչները հնարավորություն են ստանում ստանձնել ԱԺ տեղակալի պաշտոնն ու ղեկավարել քննիչ հանձնաժողովները: «Քննիչ հանձնաժողովների նախագահը պետք է լինի նախաձեռնողներից մեկը: Քանի որ մինչ այս նման նախաձեռնություններով հանդես են գալիս քաղաքական փոքրամասնությունները, հնարավորություն է ստեղծվում, որ հենց քաղաքական փոքրամասնության ներկայացուցիչներն էլ կղեկավարեն այդ հանձնաժողովները»,-նկատեց պատգամավորը:

Նա կարևորեց այն հանգամանքը, որ ներկայացվող նախագծով մեծամասնական ընտրական համակարգը չի գործելու: Գագիկ Մինասյանի խոսքով` քաղաքական փոքրամասնության հիմնական հարցադրումներից մեկը դրական լուծում է ստանում: «Անցած բոլոր տարիների ընթացքում ընդդիմության բոլոր ներկայացուցիչները, եթե ոչ մի ուրիշ բանի մասին չեն խոսել, ապա խոսել են ընտրության մեծամասնական համակարգի վերացման մասին: Այս նախագիծը տալիս է այդ հնարավորությունը, որ խորհրդարանում ներկայացված լինեն միմիայն համամասնական ընտրակարգով ընտրված պատգամավորները»,-շեշտեց Գագիկ Մի նասյանը:
