 Եմենի կառավարությունը պատրաստ է աշխատել շիա ապստամբների` հոուսիների հետ, եթե նրանք կատարեն ՄԱԿ-ի 2166-րդ բանաձևը: Ինչպես հաղորդում է «Արմենպրես»-ը` վկայակոչելով միջազգային լրատվամիջոցները, այս մասին լրագրողներին հայտարարել է ՄԱԿ-ում Եմենի մշտական ներկայացուցիչ Խաեդ ալ Եմանին: «Մենք գտնում ենք, որ հոուսիները երկրի քաղաքական կառույցի մի մասն են և նրանց չենք համարում ահաբեկչական խմբավորում: Նրանք պետք է ակտիվորեն մասնակցեն երկրի ապագայի գործունեությանը, սակայն նրանք չեն ցանկանում պատասխանատու գործել, ինչը շատ ցավալի է: Սակայն մենք միջազգային հանրության ճնշման աջակցությամբ կհասնենք մեր նպատակին»,- նշել է դիվանագետը:

Նա նաև հայտարարել է, որ կառավարության առջև պայմաններ դնելը ՄԱԿ-ի բանաձևը կատարելու դիմաց անտրամաբանական է:

Ավելի վաղ տեղեկություններ էին ստացվել, որ շիա ապստամբները` հոուսիները, Եմենի նախագահի առջև պայմաններ են դրել, որոնց կատարման դեպքում իրենք կպարտավորվեն կատարել ՄԱԿ-ի 2216 բանաձևը: Եմենի հարցով ՄԱԿ-ի հատուկ բանագնաց Իսմայիլ ուլդ Շեյխ Ահմադը նախագահ Աբդ Ռաբբո Մանսուր ալ Հադիին է փոխանցել հոուսիների առաջնորդների համաձայնությունը: Համաձայն ՄԱԿ-ի Անվտանգության խորհրդի 2216 բանաձևի` կողմերը պետք է դադարեցնեն կրակը և երկխոսություն սկսեն: Բանաձևը նախատեսում է, որ հոուսիները պետք է իրենց ուժերը հեռացնեն Սանայից և այլ շրջաններից, ինչպես նաև հանձ նեն զենքերը, որոնք գրավել էին կառավարական ուժերից:

Եմենում իրավիճակը առավել սրվել էր 2015թ. հունվարից, երբ շիա ապստամբները գրավել էին մայրաքաղաք Սանան:Ապստամբների ճնշման տակ նախագահ Աբդ Ռաբբո Մանսուր ալ Հադին և վարչապետ Խալեդ Բախախը հրաժարական էին տվել:Որոշ ժամանակ անց նախագահ Մանսուր Հադին ստիպված փախուստի էր դիմել Ադեն, իսկ կարճ ժամանակ հետո՝ մարտի 25-ինշիաների Ադեն մտնելով, հեռացել էր երկրից:

Նախագահը դիմել է Սաուդյան Արաբիային` խնդրելով միջամտել ստեղծված իրավիճակին: Մարտի 26-ին Սաուդյան ԱրաբիանԲահրեյնի, Կատարի, Քուվեյթի, ԱՄԷ-ի օդային ուժերի օգնությամբ Եմենում իրականացվել է «Վճռականության փոթորիկ»գործողությունը, որի ավարտից հետո սկսվել է ռազմական գործողությունների մյուս՝ «Հույսի վերականգնում» փուլը:
