Հայաստանի առողջապահական համակարգի հետ երբևէ որևէ կերպ առնչված ցանկացած ոք հավանաբար կհաստատի, որ ներկայումս համակարգի վիճակը առավել քան հեռու է մխիթարական համարվելուց: Համակարգի առջև ծառացած են լուրջ խնդիրներ, որոնք կարոտ են լուծման: Ընդ որում, խոսքը ոչ թե օպերատիվ և իրավիճակային լուծումների, այլ համակարգված մոտեցման մասին է:
Ըստ էության, պետությունը ձեռնթափ է եղել իր պատասխանավությունից հիվանդների, նույնն է թե՝ իր քաղաքացիների առջև: Դրա վառ ապացույցն է այն, որ թեև պետությունը (ի դեպ, դժկամությամբ) որոշում կայացրեց պոլիկլինիկական բուժօգնությունն անվճար դարձնելու մասին, սակայն միևնույն ժամանակ պոլիկլինիկաները չհագեցրեց անհրաժեշտ սարքավորումներով, ինչի արդյունքում, ըստ էության, պետական միջոցները թափվում են անտակ ջրհոր: Ավելին՝ ժամանակ առ ժամանակ հանդես են բերվում պոլիկլինիկական որոշ ծառայություններ համավճարի հիմունքներով մատուցելու նախաձեռնություններ:
Հիվանդանոցային բուժօգնությունը, չհաշված որոշ բացառությունները, վճարովի է: Սա նշանակում է, որ շարքային քաղաքացին պիտի աշխատի պարզապես չհիվանդանալ, քանզի եթե, Աստված մի արասցե, բանը հասնի ստացիոնար բուժօգնության անհրաժեշտության, ապա անձը կարող է այդպիսին ուղղակի չստանալ՝ իր անվճարունակ լինելու պատճառով: Հնարավոր հետևանքների մասին դատողությունները թողնենք ընթերցողին:
Սակայն խնդիրն ավելի խորն է՝ ստացիոնար բուժհիմնարկների մեծ մասը սեփականաշնորհված է և պետությանն այլևս չի պատկանում: Պարզ է, որ նման հիմնարկների կողմից ցուցաբերվող բուժօգնությունը այլևս դիտվում է որպես շահույթ հետապնդող ձեռնարկատիրական գործունեություն, այլ կերպ ասած, անվճար կամ մատչելի բուժօգնության մասին այստեղ խոսելը ևս անիմաստ է: Ավելին՝ բժիշկ-հիվանդ ֆինանսական փոխհարաբերությունների առկայությունը ուղղակիորեն ազդում է բժշկական անձնակազմի արհեստավարժ մոտեցման վրա, քանզի վերջինիս վաստակած գումարն ուղղակիորեն պայմանավորված է հիվանդների կողմից կատարվող վճարումներով, ինչին գումարվում են նաև տարատեսակ կողմնակի վճարումները՝ հիվանդասենյակի, դեղորայքի և այլ պարագաների դիմաց:
Արդյունքում ստացվում է, որ պետությունը որևէ կերպ չի երաշխավորում մարդու առողջ լինելու իրավունքը՝ անկախ վերջինիս նյութական վիճակից և չունի երկրում առողջապահության կազմակերպման հստակ քաղաքականություն, ոչ էլ այդպիսին իրականացնելու համար անհրաժեշտ համակարգ: Ի վերջո, բուժհիմնարկներ սեփականաշնորհելիս և դրանց ֆինանսավորման պարտավորությունից հրաժարվելիս պետությունը պետք է գիտակցի, որ եթե հիմնարկը դառնում է, այսպես ասած, «իր գլխի տերը» և վերջինիս հիմնական նպատակն է դառնում գումարներ վաստակելը, ու դեռ մի բան էլ հարկեր վճարելը, ու հասկանալի է, որ այս դեպքում հիմնարկի հոգսը չէ պետական քաղաքականության իրականացումը, նույնիսկ եթե այդպիսին լիներ:
Մեկ այլ խնդրահարույց թեմա է ախտորոշման բնագավառը: Երկրում բացվել են մի շարք մասնավոր ախտորոշիչ լաբորատորիաներ, որոնց կողմից կիրառվող մեխանիզմների, սարքավորումների և տեխնոլոգիաների ստանդարտների մասին մնում է միայն կռահումներ անել, ինչը, անշուշտ կասկածի տակ է դնում կատարվող հետազոտությունների արժանահավատությունը:
Վստահաբար, մեր քաղաքացիներից յուրաքանչյուրը այս ամենին ավելացնելու բան կունենա: Սակայն սա էլ քիչ չէ:
ՀՀ Սահմանադրության 3-րդ հոդվածով սահմանվում է, որ մարդը բարձրագույն արժեք է: Սակայն որքանո՞վ կարող է բարձրագույն արժեք համարվել նա, ում լինելիության հիմնական գրավականը՝ առողջության իրավունքը, պետության կողմից երաշխավորված չէ:
