Բոլոր այն անձինք, ովքեր համապատասխանում են Եվրոպական դատարանի դատավորների համար նախատեսված չափանիշներին, մոտ երկու շաբաթ ունեն դիմելու ՀՀ արդարադատության նախարարություն ու ներկայացնելու փաստաթղթղեր' ՄԻԵԴ-ում Հայաստանի դատավորի պաշտոնի համար: Թեպետ 20-օրյա մրցույթի հայտարարության հրապարակումից անցել է արդեն մեկ շաբաթ, սակայն դեռևս մրցութային հանձնաժողովը որևէ հայտ չի ստացել: «Արմենպրես»-ի հետ զրույցում Արդարադատության ակադեմիայի ռեկտոր, մրցութային հանձնաժողովի անդամ Ռուբեն Մելիքյանը նշեց, որ այստեղ դրսևորվում է հայկական բնավորությունն ու վստահաբար հայտատուները վերջին օրերին կդիմեն: Մելիքյանը վստահ է դիմորդները քիչ չեն լինի, հանձնաժողովն էլ աշխատելու է օբյեկտիվ և հրապարակային:
Մասնագիտական ունակություններ, անձնական-բարոյական հատկանիշներ, լեզուների տիրապետում: Սրանք առաջնահերթ չափանիշներ են, որոնցով առաջնորդվելու է հանձնաժողովը: Այս առումով հանձնաժողովը նորություն չի սահմանել. չափանիշները հստակ ամրագրված են Եվրոպայում:
«Այս չափանիշներին, որպես անձնական կարծիք կավելացնեի նաև այն, որ ՄԻԵԴ-ում Հայաստանի դատավորը բարձր պատվով կարողանար ներկայացնել նաև Հայաստանի ազգային մշակույթը: Յուրաքանչյուր դատավոր միջազգային ասպարեզում ազգի, պետության դեսպանն է և շատ կարևոր է, որպեսզի դատավորը նաև պրոպագանդի մշակույթը»,- ասաց Մելիքյանը:
20-օրյա ժամկետից հետո հանձնաժողովը կրկին կհանդիպի: Արդարադատության նախարարությունում հայտերի ընդունումից հետո կկազմվի վերջնական ցուցակն ու փաստաթղթային ստուգումներից հետո մասնակիցները հնարավորություն կստանան մասնակցել հարցազրույցի, որից հետո արդեն կընտրվի ՄԻԵԴ-ում Հայաստանի դատավոր:
Ստրասբուրգում սեպտեմբերի 29-ին մեկնարկող Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) նստաշրջանում Վեհաժողովի պատգամավորները փակ, գաղտնի քվեարկությամբ պետք է ընտրեն Մարդու իրավունքների եվրոպական դատարանում Հայաստանի Հանրապետության դատավորին:
Հայաստանի կողմից առաջադրվող թեկնածուների ընտրությունն իրականացնող մրցութային հանձնաժողովն ունի հետևյալ կազմը. Սահմանադրական դատարանի նախագահ (համաձայնությամբ), Վճռաբեկ դատարանի նախագահ (համաձայնությամբ), ՄԻԵԴ-ում ՀՀ դատավոր (համաձայնությամբ), Մարդու իրավունքների պաշտպան (համաձայնությամբ), ՀՀ արդարադատության նախարար, Մարդու իրավունքների եվրոպական դատարանում ՀՀ կառավարության լիազոր ներկայացուցիչ, Հայաստանի փաստաբանների պալատի նախագահ (համաձայնությամբ), Արդարադատության ակադեմիայի ռեկտոր (համաձայնությամբ), «Հայաստանի Հանրապետության դատավորների միություն» հասարակական կազմակերպության նախագահ:
Ըստ ԵԽԽՎ ընթացակարգերի՝ Հայաստանը Վեհաժողովին պետք է ներկայացնի ՀՀ դատավորի 3 թեկնածուի անուն՝ ձևաթղթի վրա, որոնցից էլ փակ գաղտնի քվեարկությամբ Վեհաժողովի պատգամավորները պետք է ընտրեն. անցնում է ձայների պարզ մեծամասնությունը ստացած թեկնածուն:
