Բալասանյանի վրա «ՀՀԿ-ի փոշի» է նստել կամ ինչ գործ ունի Գյումրվա քաղաքապետը ամուսինների հետ

Գյումրիի քաղաքապետ Սամվել Բալասանյանն օրերս հրավիրված աշխատանքային խորհրդակցության ժամանակ, զրուցելով քաղաքի 24 մանկապարտեզների տնօրենների եւ տվյալ կառույցներին սնունդ մատակարող ընկերությունների ներկայացուցիչների հետ, մի քանի դիտողություններ է արել:

Խոսելով առաջացած խնդիրների մասին՝ Բալասանյանը խոսք է տվել քաղաքային բյուջեից հնարավորության դեպքում լրացուցիչ միջոցներ հատկացնել մանակապարտեզների գույքային խնդիրները լուծելու համար: Բայց արի ու տես, որ Բալասանյանի ախորժակը մի տեսակ շատ է ավելացել: Վերջինս, մի կողմ դնելով առանց այդ էլ ժողովրդի գրպանից բյուջե լցված գումարները, փորձում է ծառացած խնդիրները լուծել նույն խեղճ ու կրակ գյումրեցիների հաշվին:

«Բնակիչների թվի նվազման պատճառով հնարավոր է` հավաքագրումը լավ չլինի, բայց եթե լավ լինի, ես այս տարի էլ կօգնեմ ձեզ։ Խոստանում եմ, որ սրանից ավելի գումարներ կտամ, որպեսզի որոշ չափով ունենաք նորմալ նախակրթարաններ, բայց դուք կարող եք դիմել ձեր ամուսիններին։ Ես գիտեմ, որ հնարավորություն ունեն, թող օգնեն, ի՞նչ կա դրա մեջ։ Ճիշտն ասած` ես երեւի ձեր ամուսինների հետ հավաք կազմակերպեմ, որպեսզի օգնեն, իրական եմ ասում, էլի, թող օգնեն, ինչի՞ չէ, մեր քաղաքի համար է, մենակ թե երեխաների համար լավ լինի»,- ասել է նա:

Ուրիշի ընտանիքի գումարները լավ հաշվող քաղաքապետը կարծես թե մոռացել է իր հիմնական գործառույթի ու պարտականությունների մասին: Ի գիտություն Բալասանյանի, քաղաքապետի աթոռին իրեն նստեցրել են ոչ թե ուզվորությամբ զբաղվելու, այլ քաղաքը շենացնելու, խնդիրները լուծելու եւ վերջին հաշվով, տեղի բնակչության հոգսերը ոչ թե ավելացնելու, այլ պակասեցնելու համար:

Ինչեւէ, մի կողմ դնելով նրա կատարած քայլի վերաբերյալ ձեւավորված կարծիքը, փորձեցինք կապ հաստատել եւ հասկանալ, թե ինչով է պայմանավորված քաղաքապետի արդեն իսկ փոխված մարտավարությունը եւ որքանով է ճիշտ եւ ընդունելի, երբ քաղաքապետը փորձում է պարտադրելով գումար պոկել քաղաքաբնակներից՝ դոշակի տակ պահելով սեփական բիզնեսներից ստացված շահույթները: «Եթե ասածս սխալ է, գրեք, որ սխալ է, ի՞նչ ասեմ»,- ասաց Բալասանյանն ու անջատեց հեռախոսը:

Փաստորեն, ստացվում է, որ մաքրաճակատ քաղաքապետը անգամ գլխի չի ընկել, որ իր կատարած քայլերը ոչ թե սխալ են, այլեւ անմարդկային: Վերջինիս վրա կարծես թե նստել է ՀՀԿ-ի փոշին, նա եւս սկսել է պարտադրել ու ստիպել՝ առանց հաշվի առնելով մի շարք կարեւոր հանգամանքներ: Մեկը հարցնող լինի, թե ինչու ձեր լայն գրպանից ներդրումներ չեք կատարում, ի՞նչ կլինի որ: Իմն ու քոնը ո՞րն է…
