ԵՄ-ն ու ԱՄՆ-ն 450 միլիոն դոլար գրանտ են տվել ՀՀ կառավարությանը 2007-2014-ին

«Իրազեկ քաղաքացիների միավորումը» շարունակում է ուսումնասիրել գործադիր իշխանության մարմինների ստացած օտարերկրյա դրամաշնորհները: Շարքի այս հրապարակմամբ ներկայացվում է կառավարության ստացած գրանտերի հանրագումարը՝ 2007-ից 2014 թվականների համար:

Այսպիսով, Հայաստանի կառավարությունը վերջին 8 տարիներին օտարերկրյա պետություններից ու կազմակերպություններից ստացել է մոտ 542 միլիոն դոլար կամ ավելի կան 200 միլիարդ դրամ։ Սա երեւում է պետական բյուջեի վերջին 8 տարվա հաշվետվություններից։

Ինչպես երեւում է, ամենաշատ դրամաշնորհներն ստացվել են 2011-ին, ինչը պայմանավորված է Եվրամիության եւ ԱՄՆ-ի «Հազարամյակի մարտահրավերներ» ծրագրերի կողմից ֆինանսավորման կտրուկ ավելացմամբ։ Եվրամիությունն այդ տարի աննախադեպ ծավալի՝ ավելի քան 57 միլիոն դոլարի դրամաշնորհ է տրամադրել միայն «Մակրոֆինանսական աջակցություն» եւ «Ընդհանուր բյուջետային աջակցություն» ծրագրերի շրջանակում։

Ընդհանուր առմամբ վերջին 8 տարիների դրամաշնորհների մեծ մասը՝ մոտ 51%-ը ստացվել է ԵՄ-ից, ԵՄ երկրներից, կամ էլ եվրոպական բանկերից ու կազմակերպություններից։ Ավելի քան 32%-ն էլ ստացվել է ԱՄՆ-ից։ Երրորդ տեղում «Լինսի» հիմնադրամն է՝ մոտ 10%-ով, իսկ չորրորդում՝ Համաշխարհային բանկը՝ 4.6%։

Եվրամիության բաժինը ընդհանուր դրամաշնորհների մեջ, սակայն, կտրուկ մեծացել է վերջին մի քանի տարիներին, քանի որ նախ՝ 2011-ից Հայաստանում դադարեց գործել «Լինսի» հիմնադրամը, իսկ 2012-ից՝ «Հազարամյակի մարտահրավեր ծրագիրը»։ Ճապոնիայի կառավարությունը եւս 2012-ից սկսած դրամաշնորհներ չի տրամադրում Հայաստանին։

Արդյունքում, 2012-2014թթ. ընթացքում մեր կառավարության ստացած ավելի քան 120 միլիոն դոլար դրամաշնորհներից մոտ 110 միլիոն դոլարը (կամ մոտ 91%-ը) բաժին է ընկել Եվրամիությանը կամ եվրոպական կազմակերպություններին։

Այսպիսով՝ Հայաստանի կառավարության հիմնական դոնորները՝ ԵՄ-ն ու ԱՄՆ-ն, վերջին 8 տարիներին ավելի քան 450 միլիոն դոլար են տվել, որը կազմել է այդ տարիների ընդհանուր դրամաշնորհների ավելի քան 83%-ը։ Եթե հաշվի առնենք, որ Համաշխարհային բանկի դրամաշնորհները եւս հատկացվում են հիմնականում ԱՄՆ-ի ու ԵՄ-ի գումարներով, պատկերն ավելի ճշգրիտ կստացվի։

Որքան էլ որ դա զարմանալի չլինի, պետական բյուջեների հաշվերտվություններում որեւէ խոսք չկա Ռուսաստանի Դաշնության կողմից հատկացված որեւէ դրամաշնորհի մասին, ինչը վկայում է, որ մեր «ռազմավարական դաշնակցի» կողմից հատկացված անհատույց օգնությունը աննշան չափերի է:
