 ՀՀ կառավարությունը հաստատեց 2015 թվականի մարտի 16-ին Հայաստանի Հանրապետության և Եվրոպական ներդրումային բանկի (ԵՆԲ) միջև ստորագրված «Կովկասյան էլեկտրահաղորդման ցանց» ֆինանսական պայմանագիրը, որի շրջանակներում ԵՆԲ-ն ծրագրի 1-ին փուլի ֆինանսավորման նպատակով ՀՀ-ին կտրամադրի 10 մլն եվրոյի վարկ: 

«Արմենպրես»-ի հաղորդմամբ՝ ՀՀ էներգետիկայի և բնական պաշարների նախարար Եվրանդ Զախարյանը նշեց, որ ծրագրի շրջանակներում նախատեսվում է կառուցել էլեկտրաէներգիայի վաճառքի և պահուստային էներգամատակարարման նոր հաղորդման գիծ Հայաստանի և Վրաստանի միջև` բարձր լարման հաստատուն հոսանքի ներդիրով կայանի կառուցման միջոցով, որի սկզբնական հզորությունը կազմելու է 350ՄՎտ՝ մինչև 1050ՄՎտ ընդլայնվելու հնարավորությամբ:

Ծրագրի 1-ին փուլի ընդհանուր արժեքը կազմում է մոտ 105.2 մլն եվրո: Ծրագրի ֆինանսավորման նպատակով KFW բանկը կտրամադրի 85.2 մլն եվրոյի վարկ` 75 մլն եվրո սեփական միջոցներից և 10.5 մլն եվրո Գերմանիայի Դաշնային Հանրապետության կողմից տրամադրված ֆինանսական միջոցներից: Միաժամանակ ծրագրի 1-ին փուլը կհամաֆինանսավորվի Եվրոպական Միության Հարևանության ներդրումային գործիքի միջոցով տրամադրվելիք 10 մլն եվրո դրամաշնորհային միջոցների հաշվին:
