Ադրբեջանի իշխանությունը խուսափում է հրապարակել հաջորդ տարվա բյուջեի չափը

Նոյեմբերին անցկացվելիք խորհրդարանական ընտրությունների շեմին Ադրբեջանի իշխանությունը կանգնել է երկու լուրջ խնդրի առաջ: Առաջինը կապված է 2016 թվականի համար նախատեսվող պետական բյուջեի, մյուսը` իշխող «Ենի Ազերբայջան» կուսակցության (ԵԱԿ) թեկնածուների ցուցակի հետ:

Մի քանի օր առաջ Ադրբեջանի վարչապետ Արթուր Ռասիզադեի ղեկավարությամբ պետբյուջեի հետ կապված քննարկումներ են անցկացվել, սակայն, եկող տարվա բյուջեի նախատեսվող չափը չի հրապարակվել: Դրանից հետո կառավարությունում բյուջեի քննարկումներ են տեղի ունեցել նաեւ նախագահ Իլհամ Ալիեւի մասնակցությամբ: Նա եւս բավարարվել է բյուջեի մասին ընդհանուր արտահայտություններով:    

«Ազադլըգ» թերթը հայտնում է, որ փորձագետները տարբեր վարկածներ են նշում կապված բյուջեի չափի չհրապարակվելու հետ կապված: Առաջինն այն է, որ հնարավոր է` եկող տարվա բյուջեի չափը դեռեւս պատրաստ չէ: Մյուս վարկածը կապված է բյուջեում մեծ կրճատումներ լինելու հետ. նախընտրական շրջանում իշխանությունը չի ցանկանում այն հրապարակել: Ամենայն հավանականությամբ, կառավարությունը կրճատել է սոցիալական ծախսերը, իսկ կոռուպցիոն աղբյուր հանդիսացող ենթակառուցվածքային ծախսերը` մեծացրել: Ֆինանսական ճգնաժամի հետ կապված սոցիալական ցավալի պայմաններում կրճատված բյուջեի հրապարակումը կարող է աշխատել իշխանության դեմ: Հնարավոր է նաեւ, որ որոշ կառույցներ կարող են կրճատվել կամ «փայաբաժանման» հետ կապված կարող են դժգոհություններ առաջանալ: Ըստ թերթի` այդ պատճառներով է, որ կառավարությունը չի կարողանում հրապարակել եկող տարվա բյուջեի չափը:

Ինչ վերաբերվում է ԵԱԿ-ի թեկնածուների ցուցակին, թերթը գրում է, որ արդեն հայտնի է, որ իշխող կուսակցությունում դրա հետ կապված լուրջ լարվածություն կա:

Երկար տարիներ ԵԱԿ-ում պաշտոնավարող անձինք դեմ են, որ մանդատներ տրվեն այն պետական պաշտոնյաներին, ովքեր ցանկանում են շարունակել պաշտոնավարել: ԵԱԿ-ի ցուցակի հրապարակման ուշացման պատճառներից մեկն էլ  կապված է հենց այն բանի հետ, որ կառավարման համակարգում ղեկավար պաշտոններ զբաղեցնող անձինք եւ ուսումնական հաստատությունների ռեկտորները, պատգամավոր դառնալու ցանկության դեպքում, պետք է հրաժարվեն պաշտոններից: Դա վերաբերվելու է նաեւ ներկայում պետական պաշտոններ զբաղեցնողներին. նրանք կամ պետք է պատգամավորի մանդատ ունենան, կամ շարունակեն պաշտոնավարել:

ԵԱԿ-ից թերթին հասած տեղեկություններով` բացառություն է արվելու միայն Ադրբեջանի պետական նավթային ընկերության (SOCAR) նախագահ Ռովնագ Աբդուլլաեւի համար. նա կարող է պաշտոնավարել` պատգամավոր լինելով հանդերձ:
