Այսօր մենք տեսնում ենք «Երկրորդ սառը պատերազմ»-ի դրսևորումները:
Երբ դիտարկում ես պատմական փաստերը և համադրում այն ներկայիս աշխհարաքաղաքական իրավիճակի հետ ապա ստանում ենք մի պատկեր, որ փաստում է երկրորդ «սառը պատերազմ»-ի գոյության մասին:
Դեռ 60-ական թվականերին գաղութների վերացման գործընթացում դարձավ սկիզբը նոր միջազգային քաղաքականության:
Գերտերությունները սկսեցին օգտագործել այդ գործընթացը իրենց ազդեցության գոտիների ավելացմանը նպատակով:
Այդ ժամանակ արդեն ի հայտ եկան Մեծ եռյակի (ԱՄՆ,ԽՍՀՄ, Անգլիա) միջև առկա շահերի բախումներ, իսկ կարճ ժամանակ անց վերաճեց բացահայտ առճակատման։
ԱՄՆ-ը և նրա դաշնակից Մեծ Բրիտանիան փորձեցին օգտագործել ամերիկյան միջուկային զենքի մենաշնորհը և ԽՍՀՄ-ի հետ հարաբերություններում անցան նաև սպառնալիքների կիրառման։
Իսկ Մեծ Բրիտանիայի նախկին վարչապետ Չերչիլի ելույթը Ֆուլտոն քաղաքում 1946 թ. Մարտի 5-ին որտեղ մասնավորապես ասվում էր.
Մեջբերում եմ, «Խորհրդային Միությունը փորձում է աշխարհում տարածել իր ռազմական ուժը և գաղափարական-քաղաքականությունը։ Եվրոպայի վրա իջել է երկաթե վարագույր, իսկ Արևելյան ու Կենտրոնական Եվրոպայի պետությունների և ժողովուրդներն ընկել են «Մոսկվայի վերահսկողության տակ» , ուստի առաջարկում եմ՝ ԽՍՀՄ-ի դեմ օգտագործել ատոմային զենքի սպառնալիքը, նույնիսկ կիրառել այն». Այս խոսքերը ազդարարեցին «ՍԱՌԸ ՊԱՏԵՐԱԶՄ»-ի մեկնարկը:
Այդ քաղաքականության արդյունքում ի հայտ եկան այնպիսի հակամարտություներ ինչպիսիք էին՝
1. Արաբա-Իսրայելական հակամարտությունը, որն առ այսօր լուծված չէ, և անցած 62 տարիների ընթացքում 6 լայնածավալ ռազմական բախումներ են տեղի ունեցել:
2. Աֆրիկայում, հատկապես` Արևմտայան Սահարայում, ովքեր լիարժեք անկախություն ստանալում համար գրեթե մշտապես զինված հակամարտության մեջ է հարևան հետ:
3. Նիգերայի հակամարտությունը, որը հայտնի է որպես Բիաֆրայի հակամարտություն և ուղղված էր Նիգերիան մասնատելուն:
4.Աֆրիկյան այլ երկրներում տարածված հակամարտությունները, որոնք հայտնի են որպես Թրայբալիզմ` միջցեղային հակամրտություն:
5. Սուդանուի հակամարտությունը և այլն:
Կարծում եմ վերոնշյալ փաստարկները եթե համադրենք ներկային իրավիճակի հետ կարող ենք միանշանակ ասել, որ պատմությունը կրկվում է և այսօր ցավոք սրտի մենք բախվում ենք երկրորդ «ՍԱՌԸ ՊԱՏԵՐԱԶՄ»-ի վտանգին:
Այն, որ ներկայում ԱՄՆ-ԱՐևմուտք և ՌԴ առճակատումը անհերքելի է դա փաստ է:
- Չերչիլի եթույթին կարող ենք համադրել ՆԱՏՕ-ի գագաթնաժողովի հստակ կոչերը և որոշումները հետ:
- Իսկ բացահայտ Սպառնալիքը՝ ՆԱՏՕ-ԱՄՆ-ՈՒկրաինա համատեղ զորավարժությունները Սև ծովում...
-Ի հայտ եկած հակամարտությունները՝
1.ԼՂ-ի և Ադերբեջանի,
2.Աբխազիյաի և Վրաստանի,
3.Մերձդնեստրովյան Հանրապետության և Մոլդովայի միջև
4.Սիրիական հակամարտություն:
5.Մերյավոր Արևելյան հակամարտությունները:
6.ՈՒկրաինական Հակամարտություն
