Սեպտեմբերի 15-ին ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանը ՀՀ էկոնոմիկայի նախարարության ներկայացուցիչների հետ քննարկել է փոքր և միջին ձեռնարկությունների ոլորտում կոռուպցիայի կանխարգելման հիմնախնդիրները: Հանդիպմանը մասնակցել են ՀՀ կառավարության աշխատակազմի հակակոռուպցիոն ծրագրերի մոնիթորինգի բաժնի պետ Կամո Ասատրյանը, ՀՀ էկոնոմիկայի նախարարության Փոքր և միջին ձեռնարկության զարգացման վարչության պետ Արամ Օհանյանը, Գործարար միջավայրի բարելավման վարչության պետի տեղակալ Դավիթ Աղաջանյանը, Տեսչական բարեփոխումների խմբի ղեկավար Հայկ Այվազյանը և Հայաստանի ՓՄՁ ԶԱԿ հիմնադրամի գործադիր տնօրենի տեղակալ Կարեն Գևորգյանը: Քննարկման նպատակը կոռուպցիայի դեմ պայքարի միջոցառումներն առավել արդյունավետ և գործուն դարձնելն է եղել, ինչը կարող է նպաստել նաև փոքր և միջին ձեռներեցության զարգացմանը:

Սուրեն Քրմոյանը, կարևորելով նման հանդիպումները, նշել է, որ Կոռուպցիայի դեմ պայքարի խորհրդում հավանության արժանացած կոռուպցիայի դեմ պայքարի ռազմավարությունից է բխում այնպիսի համալիր միջոցառումների իրականացումը, որոնք կնպաստեն կոռուպցիոն երևույթների զսպմանն ու նվազեցմանը, ինչպես նաև կբացառեն հնարավոր ռիսկերը: Նախարարի տեղակալն առաջարկել է համատեղ ուսումնասիրել բիզնեսին խոչընդոտող երևույթները, կազմել համապարփակ ծրագիր, որը կներառի փոքր և միջին ձեռնարկություններին որոշակի օգնություն ցուցաբերելուն, նրանց համար ցանկացած վարչարարությունը պարզեցնելուն, իրազեկվածության մակարդակը բարձրացնելուն առնչվող հիմնահարցերը: «Հանրային ծառայության, պետության կողմից մատուցվող ծառայությունների և պետական մարմինների ցանկացած ներգործության պարագայում պետք է ներդնել այնպիսի ինստիտուտներ ու մեխանիզմներ, որոնց շնորհիվ սուբյեկտիվ գործոնը հանրային ծառայողների վարքագծում կբացառվի»,- նշել է նախարարի տեղակալը:

Հանդիպման ընթացքում ներկաները քննարկել են այն ուղիները, որոնք թույլ կտան նոր բացված ՓՄՁ-ների համար ստեղծել բարենպաստ պայմաններ, իրազեկել վերջիններիս և բացառել նվազ կարևորության խախտումների համար տուգանքների կիրառումը: Առաջարկվել է նման դեպքում քննարկել նախազգուշացման և իրազեկցման ինստիտուտների կիրառումը: Խոսելով բիզնես հատվածի իրազեկվածության բարձրացման կարևորությունից՝ Հայաստանի ՓՄՁ ԶԱԿ հիմնադրամի գործադիր տնօրենի տեղակալ Կարեն Գևորգյանը ներկայացրել է տեղեկատվություն իրենց կողմից փոքր և միջին ձեռնարկություններին տրամադրվող խորհրդատվական աջակցության վերաբերյալ և առաջարկել կատարելագործել ՓՄՁ-ներին խորհրդատվական օգնություն ցուցաբերելու մեխանիզմները:

Հանդիպման ավարտին պայմանավորվածություն է ձեռք բերվել ինտենսիվացնել համագործակցությունը՝ ոլորտում առկա խնդիրներին առավելագույն արդյունավետությամբ լուծում տալու նպատակով:
